POSITION SUMMARY: 

Reporting to the Chief Medical Officer, the Director of Nursing (DNO) is responsible for the planning, organizing, directing and financial management of Nursing Services at Charles Drew Health Centers. Requires the independent application of an extensive level of experienced judgment and skills. Serves as an advisor to the Chief Executive Officer on all matters pertaining to nursing. Interprets and supports the purposes, philosophy and objectives of Charles Drew Health Center. Provides performance evaluations, communication and corrective action if necessary for all nursing staff. Eighty to ninety percent of time is spent in management activities with minimal amount of time spent in direct patient care. Working collaboratively with providers and other health care staff, providing comprehensive patient care. Responsible for the maintenance and promotion of patient health across the life cycle. Works collaboratively with other health/social agencies to provide continuity of care. Develops and conducts educational counseling and teaching activities either formally or informally. Approve and provide orientation of new clinical and support staff.

POSITION-SPECIFIC COMPETENCIES/ESSENTIAL FUNCTIONS/DUTIES & RESPONSIBILITIES

  • Serves as an expert nursing resource person for the CDHC Medical/Clinic department.

  • Establishes, interprets and disseminates organizational, federal and state policy and protocols to ensure uniform delivery of services.

  • Reviews and updates all nursing care policies and procedures regularly to assure consistency with the law and practice standards.

  • Develops procedures, in accordance with established standards and policies for the fulfillment of program goals.

  • Collaborates with other health care providers to provide comprehensive integrated services.

  • Assigns and oversees activities of the Associate Director of Nursing and other nursing and support staff.

  • Completes the performance evaluations of the organizations Associate Director of Nursing, as well as other nursing and support staff.

  • Anticipates potential problem situations and intervenes to offset any adverse impact. Analyzes and reports specific emerging problems to the Chief Medical Officer.

  • Assesses staffing utilization and needs. Makes recommendations, as necessary, to provide adequate coverage for the provision of services to improve quality.

  • Participates in the recruitment and selection of nursing personnel

  • Initiates and participates in studies/research activities in the evaluation/development of services.

  • Monitors quality of care of the provision of services through direct observation via site visits or indirectly through medical audits.

  • Collects statistical data and prepares comprehensive reports regarding health services or program activities.

  • Reviews periodic reports to determine status in meeting program/service goals.

  • Evaluates data and develops plans for improvement of services and makes recommendations to appropriate management and supervisory staff.

  • Discusses methods to improve performance and motivate employees.

  • Participates in utilization care conferences, billing audits and quarterly record reviews.

  • Participates in the development and administration of budgets

  • Determines priorities and develops program plans and associated budgets for the nursing/medical program.

  • Compile and prepare meeting materials for the TQM committee meetings

  • Professionally represent Charles Drew Health Center within the community.

  • Promotes safety and infection control throughout the Charles Drew Health Centers sites.

  • Demonstrate knowledge of and application of key Clinical Quality Indicators and proactively monitors and implements systems to achieve or surpass organizations goals.

  • Participates actively in ensuring adherence to The Joint Commission standards.

  • Ensures delivery of compassionate quality care and nursing supervision as evidenced by adequate services, staff coverage, general clinic cleanliness and positive patient satisfaction surveys.

  • Other duties as assigned.

POSITION REQUIREMENTS

  • Graduation from an approved nursing program; Bachelor’s Degree in Nursing required, Masters preferred. 

  • Current licensure as a Registered Nurse required.  Current Basic Life Support (BLS) certification or completed within first 3 months of employment.

  • Completion of Principals of Epidemiology SS3030 and Applied Epidemiology course; or ability to complete within six months of hire date.  

  • Certification in Infection Prevention and Control (CIC) is not required, but strongly encouraged

  • High level of knowledge of scope of practice for the RN, LPN and MA.

  • Demonstrated mastery of critical thinking, analytics, and problem solving skills required.

  • Demonstrated ability to interact and communicate effectively with individuals at various levels both inside and outside of the organization, often in sensitive situations.

  • Proficiency with Microsoft Office – particularly Excel and PowerPoint; familiarity with an Electronic Practice Management (EPM) and/ or Electronic Health Record (EHR).

  • Proficiency with meeting facilitation and project management Language: English fluency (Spanish, Burmese, Mai Mai and Sudanese language fluency a plus)

  • Hours of Work:  8:30 – 5:30  and/or 9:00 – 6:00

  • Travel:  Some travel required.

  • Exposure:  The exposure characteristics described here are representative of those an employee encounters while performing the essential functions of this position.  For example, the employee may frequently be exposed to bloodborne and other hazardous chemicals.  Additionally, the noise level in the work environment may occasionally be quite loud.  In all cases personal protective equipment will be provided to the employee in combination with adequate ventilation and other engineering controls to minimize the risk of exposure or other hazardous occurrence.
