Summary:
The Transmission System Operator (TSO) has the responsibility and authority to take or direct timely and appropriate real-time actions to maintain the integrity of the District¿s Transmission System under both normal and emergency conditions consistent with all NERC Interchange and Transmission Operator standards, SPP related criteria and procedures, and OPPD¿s company specific policies and procedures. The TSO has the authority to take or direct timely and appropriate real-time actions, including the shedding of firm load, to prevent or alleviate System Operating Limit or Interconnection Reliability Operating Limit violations. The TSO is responsible for the safe and reliable operation of OPPD¿s electric system by monitoring and coordinating the day-to-day operation of the Bulk Power System. The TSO shall also prepare or participate in the preparation of planned or scheduled transmission outages and coordinate switching operations performed on the Bulk Power System to ensure maximum continuity of electric service during scheduled outages.
Responsibilities:
1. Direct and ensure the safe, reliable operation of the T&D System by analyzing and efficiently responding to electric system disturbances and interruptions to minimize quantity and duration of customer outage.
¿ Exercise responsibility and authority to maintain system integrity and provide appropriate real-time responses that ensure compliance with all applicable NERC reliability standards, practices, and policies including but not limited to shedding of firm load and the utilization of EMS related Contingency Analysis applications.
¿ Analyze short term outages, contingency analyses, power flows, operating guides, transmission circuit loading, and load balance/shifts in real-time to operate the system reliably.
¿ Keep informed of load shedding procedures, interconnection agreements, and operating procedures that optimize the operation of the District¿s T&D electrical system using all available options.
¿ Direct OPPD field personnel, and other available work force 24x7 to ensure compliance with the Hold Order System, Human Performance initiative, Grounding and Switching Procedures, etc. while efficiently ensuring service restoration, repairing District electric equipment, and responding to fire and police calls.
¿ Develop, schedule, write, and coordinate planned switching operations that ensure the integrity and safe operation of the District¿s T&D system in compliance with NERC reliability standards, SPP operating procedures and criteria, Hold Order System, Grounding Procedures, Human Performance directives, etc.
¿ Communicate and coordinate scheduled transmission switching between all regionally affected parties and within OPPD.
¿ Coordinate all activities with operation of power plants, voltage control devices, transmission systems and interconnected utilities to ensure safe and efficient use of the transmission system in accordance with NERC and SPP operating procedures and criteria.
¿ Authorize and direct the removal from service: substation, power plant, transmission equipment, and Energy Management System equipment.
¿ Maintain required records, data, drawings, logs, reports and SCADA Displays by entering information into computer or by recording on proper form. This information is obtained from interconnected companies, power plants and switching personnel.
¿ Provide timely, accurate system status information to Corporate Communications and other necessary Departments and Divisions.
¿ Support Manager ¿Transmission Operations and Lead Transmission Operations to ensure maximum continuity of electric service to customer-owners.
