This role will be filled commensurate on experience at the applicable Transmission System Operator based on the candidate's knowledge and experience. The position description used in this posting is representative of an Transmission System Operator

Summary:

The Transmission System Operator (TSO) has the responsibility and authority to take or direct timely and appropriate real-time actions to maintain the integrity of the DistrictÂ¿s Transmission System under both normal and emergency conditions consistent with all NERC Interchange and Transmission Operator standards, SPP related criteria and procedures, and OPPDÂ¿s company specific policies and procedures. The TSO has the authority to take or direct timely and appropriate real-time actions, including the shedding of firm load, to prevent or alleviate System Operating Limit or Interconnection Reliability Operating Limit violations. The TSO is responsible for the safe and reliable operation of OPPDÂ¿s electric system by monitoring and coordinating the day-to-day operation of the Bulk Power System. The TSO shall also prepare or participate in the preparation of planned or scheduled transmission outages and coordinate switching operations performed on the Bulk Power System to ensure maximum continuity of electric service during scheduled outages.

Responsibilities:

1. Direct and ensure the safe, reliable operation of the T&D System by analyzing and efficiently responding to electric system disturbances and interruptions to minimize quantity and duration of customer outage.
Â¿ Exercise responsibility and authority to maintain system integrity and provide appropriate real-time responses that ensure compliance with all applicable NERC reliability standards, practices, and policies including but not limited to shedding of firm load and the utilization of EMS related Contingency Analysis applications.
Â¿ Analyze short term outages, contingency analyses, power flows, operating guides, transmission circuit loading, and load balance/shifts in real-time to operate the system reliably.
Â¿ Keep informed of load shedding procedures, interconnection agreements, and operating procedures that optimize the operation of the DistrictÂ¿s T&D electrical system using all available options.
Â¿ Direct OPPD field personnel, and other available work force 24x7 to ensure compliance with the Hold Order System, Human Performance initiative, Grounding and Switching Procedures, etc. while efficiently ensuring service restoration, repairing District electric equipment, and responding to fire and police calls.
Â¿ Develop, schedule, write, and coordinate planned switching operations that ensure the integrity and safe operation of the DistrictÂ¿s T&D system in compliance with NERC reliability standards, SPP operating procedures and criteria, Hold Order System, Grounding Procedures, Human Performance directives, etc.
Â¿ Communicate and coordinate scheduled transmission switching between all regionally affected parties and within OPPD.
Â¿ Coordinate all activities with operation of power plants, voltage control devices, transmission systems and interconnected utilities to ensure safe and efficient use of the transmission system in accordance with NERC and SPP operating procedures and criteria.
Â¿ Authorize and direct the removal from service: substation, power plant, transmission equipment, and Energy Management System equipment.
Â¿ Maintain required records, data, drawings, logs, reports and SCADA Displays by entering information into computer or by recording on proper form. This information is obtained from interconnected companies, power plants and switching personnel.
Â¿ Provide timely, accurate system status information to Corporate Communications and other necessary Departments and Divisions.
Â¿ Support Manager Â¿Transmission Operations and Lead Transmission Operations to ensure maximum continuity of electric service to customer-owners.

Qualifications

Associate Transmission System Operator Required:

Associate or BachelorÂ¿s degree in engineering, energy generation, or other technical discipline; or at least one (1) year of experience in utility operations, electric line work, engineering, or a related technical area
Military certifications (ex. Power School) may be accepted in lieu of the one (1) year of experience in utility operations, electric line work, engineering, or a related technical area
Must obtain NERC certification as a Balancing, Interchange and Transmission Operator or Reliability Coordinator within 12 months or start date.
Requires successful completion of relevant task verifications within 24months of start date.
Must successfully complete and pass final Associate TSO level written assessment.
Ability to analyze information, determine relevant facts, prioritize actions and make decisions accordingly.
Ability to communicate and work effectively with people at various levels of the organization in a clear, concise, and professional manner.
Mathematical reasoning ability and ability to work with computer-based applications to perform computational/analytical type work.
Must have the ability to thrive in a team-oriented environment to achieve the goals of the organization.
Personal computer literacy with common application programs (i.e., spreadsheet, word processor, E-mail, Internet browser).

Desired:

Experience as an Associate Transmission System Operator or Distribution System Operator or similar engineering operations experience.
Active NERC certification in BI (Balancing & Interchange), BIT, or RC.
General knowledge of NERC regulations, Electrical principles (flow of electricity, magnetism, inductance, capacitance, direct and alternating currents, etc.), Electrical control systems (electrical controls and motors, motor controls and starters, relays, overloads, control circuits, etc.), Substation equipment and operations, Power station operations and generation.
Experience with SCADA, EMS, DCS operating systems.

Transmission System Operator Required:

18+ months experience in a Transmission System Operator or System Operator role (or title that performs the same functions as a OPPD Transmission System Operator).
An Associates or BachelorÂ¿s degree in engineering or technical field may be used in lieu of one to two yearsÂ¿ experience.
Active NERC certification as a Balancing, Interchange and Transmission Operator (BIT) or Reliability Coordinator (RC).
Leadership skills and the ability to make rapid, accurate and reliable decisions.
Above average written and oral communication skills and must be able to function under extremely stressful conditions on a daily basis for extended periods of time and perform in a calm, professional manner with all employees and customer owners.
Familiar with power system components, interconnected system operations, switching/operating procedures including one-line diagrams, generation control and control area concepts and techniques.
Personal computer literacy with common application programs (i.e. spreadsheet, word processor, E-mail, Internet browser).
Proficient-level knowledge: NERC regulations; Mathematics; Electrical principles (flow of electricity, magnetism, inductance, capacitance, direct and alternating currents, etc.); Electrical control systems (electrical controls and motors, motor controls and starters, relays, overloads, control circuits, etc.); Substation equipment and operations; Power station operations and generation; Industrial safety and emergency procedures.

Desired:

Experience as a Transmission or Distribution System Operator or similar engineering operations experience.
Minimum of three (3) yearsÂ¿ experience at the journey level of a T&D Operations craft, engineering design, generation operations, or a related area.
Experience with OSI EMS and OpenNET analysis application.
Experience with analysis of transmission flows, real-time and contingency analysis
