Job Description

The ITS Manager/Sr. Manager, PMO/Planning is responsible for defining and managing the planning and governance process that aligns business needs and technology priorities to deliver value and service to our users and customers.  The role collaborates across the ITS/InfoSec departments and business units, shared services, business partners, and customers to identify, plan and deliver initiatives that drive business growth and profitability.

The role is responsible for the management and delivery of the ITS project management Office (PMO) services.  In this role the incumbent is responsible for leading a team of 6-8 project managers supporting a diverse, $40M+ project portfolio.  The Manager/Sr. Manager will ensure projects are properly planned and aligned with business objectives that support the overall business strategy and priorities of the company.

The Manager/Sr. Manager facilitates the ITS Executive Steering Committee (ESC) and related Steering Committee processes to ensure governance and compliance is maintained. This role actively provides guidance, support and direction to ITS ESC members and Executive/Business Sponsors to improve decision making across the technology portfolio.

  • Project Management and Execution: (50%) Leads the PMO teams in the planning and execution of large enterprise ITS projects while orchestrating management of overall ITS project portfolio across the technology departments.  Defines process, frameworks, and metrics for the PMO planning process and establishes ownership and timelines for key planning steps. Designs and maintains project lifecycle and project management methodologies to successfully deliver defined scope, on schedule and on budget.
  • ITS Planning and Collaboration: (20%) Collaborates with ITS/InfoSec leadership and management from business units, shared services, business partners, and customers to formulate plans to achieve business goals that are enabled by technology. In this role, the incumbent will work with ITS Leadership Team to establish and maintain technology roadmaps across the organization to enhance worker productivity, improve customer experience, and achieve strategic goals. The Manager/Sr. Manager will also define and facilitate ITS governance and streamline the project planning, portfolio management, budget management and prioritization across organization.
  • Financial responsibilities:  (15%) Responsible for planning and executing multiple enterprise-class ITS projects in ranging from $0.25M to over $10M and a portfolio of 500+ projects exceeding $100M.  Manages annual operating budget in excess of $1M.
  • Supervision and team leadership: (15%) Provide hands-on management of priorities and activities of PMO across the project portfolio. Assigns and evaluates work, interviews and recommends candidates for hire and manages the training, staff development, and performance management of all PMO organization consisting of direct reports and indirect reports throughout the Technology organization.

  • Skill Variety (range and significance of skills needed): Project Management, Budget planning and management
  • Task Significance (importance and impact of tasks): Responsible for establishing and managing technology plans and strategies with long-term impact on cost and benefit of services.
  • Contacts and Communication (interactions and purpose): Responsible for providing expert advice and persuading an often diverse audience to take action.

Qualifications

  • Bachelor's degree in Information Systems, Computer Science or relevant experience is required
  • Project Management Professional (PMP) certification is desired
  • Minimum 5 years of experience in ITS project management or related experience is required
  • Minimum of 3 years' experience supervising both on site and remote staff
  • Experience analyzing complex business processes and systems used in the commercial transportation industry, supply chain management, logistics, or similar field.
  • Strong leadership skills and a strong understanding of human resource management principles, practices and procedures, and of project management principles.
  • Ability to continually evaluate and set priorities, redirect team members, and refocus organizational effort to balance urgent priorities with short and longer-term initiatives
  • Demonstrate and apply rigorous, process driven business analysis and project management principles in delivering solutions
  • Knowledge in user experience modeling, information design, and concept generation
