We are seeking a dedicated Senior Recruiter to join our team and help us continue to deliver on this mission by attracting and retaining top talent.


Partner with our organization and leaders to determine the strategic staffing needs of the business while striking the right balance between flexibility and efficiency, project management and influencing. The incumbent will be expected to plan, develop and implement a variety of sourcing, recruitment, selection, and orientation tactics to meet said needs, with special emphasis on the alignment to OPPD's Total Talent Philosophy and a genuine commitment for providing an unforgettable candidate experience.


An analytical skillset that enables data based decision making, process and policy design, along with the ability to train, guide, and coach are critical to the success of a Senior Recruiter.

  • Implement a variety of techniques to identify, attract, acquire, and onboard the best talent.
  • Work with the Director, Talent Acquisition (TA) to define and align all talent acquisition policies, processes, standards, and metrics in support the District's strategic goals.
  • Champion OPPD's Workforce Development and Diversity & Inclusion strategy.




  • Bachelors or 5-10 years of Talent Acquisition of experience sourcing and assessing talent across multiple units, departments, centers of excellence sufficient to demonstrate employee has knowledge, skills, and abilities to perform specialized, diverse, analytical work.
  • Proven relationship management experience with hiring teams and business partners, helping them navigate the sources of talent and assisting them with assessment.
  • Skilled in offer negotiation.
  • Comprehensive knowledge of Human Resources practices and procedures, specific to labor laws and market trends.
  • Experience with vendor management.
  • Experience identifying KPIs and designing scorecards to track YoY progress.
  • Experience training, mentoring, or coaching people, teams, or organizations.
  • The ability to lead projects to successful conclusion - balancing efficiency with quality - typically 6 to 12 months in length.
  • Passion to Serve.
  • Genuinely care for others.
  • Commitment to honoring our community .


  • Journalism, Marketing, or Creative Writing background.
  • Knowledge of Continuous Improvement or LEAN methodologies.
  • Cross-functional domain experience, specific to the Human Capital discipline (HCIS, Total Rewards, Business Partner, Service Center, Organizational Development, Labor/Employee Relations).

Salary Grade: S5

Minimum: $94,112

Midpoint: $117,640
