The Financial Analyst is responsible for supporting the District's Treasury & Capital Management activities by analyzing, proposing, implementing and managing various financial strategies relating to investments and debt management. The incumbent will support the District by providing research and knowledge of financial markets and products, Federal Law, State Statutes, Uniform Commercial Code and the Nuclear Regulatory Commission regulations.
- Develop investment strategies, manage purchases, maturities and call options of investments with various brokers, complete required documentation, and maintain security.
- Assist with debt management including the issuance, maintenance, and defeasance of debt- including managing debt service, the completion of payment calculations, annual debt service, reserve requirements and defeasance escrows. Maintain relationships with the Indenture Trustee and Arbitrage Consultant.
- Complete financial, economic and credit analysis using the latest forecasting and modeling skills to support the District's business opportunities.
- Keep abreast of Nuclear Regulatory Commission regulations pertaining to decommissioning funds and assist with the preparation of NRC required reports on decommissioning cost estimates and funding requirements for Fort Calhoun Station. Function as the primary liaison for the decommissioning funds with the decommissioning organization. Determine the investment strategies for the fund collections and administer the use of the funds in support of decommissioning expenditures.
- Prepare monthly reports and summaries regarding investments and debt.
- Assist with management of the District's Trustee relationships including related records and programs, analysis of all fees and timely payments of the associated charges.
- Answer phone calls from Mini-bond owners and maintain Paying Agent license for Mini-bond program. Assist the Mini-bond Administrator in the processing of payments, transfers and database maintenance.
- Provide backup to Lead-Cash Management and other analysts in the area.
- Bachelor's Degree in a related field
- Three years of work related experience.
- Issuer/Dealer Security License issued by the State of Nebraska within six months of the position offering.
- Knowledge of the principles of trust agreements, funding for tax-exempt debt, investment management, risk management, accounting, finance, business law, statistics, contracting, municipal debt issuances and District policies and procedures.
- A broad familiarity of corporate operations and competence in the use of software applications including Excel, Word and Access.
- Excellent interpersonal skills and the ability to effectively communicate both orally and in writing
- Excellent analytical, problem-solving, leadership and decision-making skills.
- Knowledge of the electrical industry is desired.
- Willingness to work the necessary hours needed to ensure project deadlines are met.
- Knowledge of treasury operations and systems.
- Experience with financial modeling and statistical analysis.
- MBA and/or additional work related experience.
