OPPD's Business Technology group is looking for a BI Manager. In this role you will be leading our BI Solution Development team responsible for business intelligence planning, development, maintenance and service operations in order to ensure the highest quality of enterprise data and business intelligence services. Under your leadership, the BI Solution team will execute BI and Enterprise Data Management strategies related to data integration, data warehousing, IoT and Big Data solutioning. Furthermore, your activities will include governance of BI standards, policies and procedures as well as consultation and presentation of complex data solutions. You will collaborate with the Business Technology leadership team and interact with peers across OPPD business units to ensure alignment with OPPD's objectives and strategic initiatives to strengthen OPPD as an industry leader, employer of choice, and community partner.  You will be accountable for the management, successful implementation and realization of assigned tactical and operational plans.

Build and maintain a competent/capable team of staff in alignment with OPPD's Accountable Management System (AMS) guidelines.

  • Lead and manage an agile business intelligence team
  • Effectively apply OPPD's Managerial Leadership Practices (MLPs) (i.e.: Management Accountabilities, Talent Inventory, Succession Planning, Organizational Performance Planning, Clarity Building, etc.) for assigned staff.
  • Develop and implement Individual Development Plans (IDPs) for all direct reports targeting: specific performance gaps necessary to fulfill the work of the Role, any currently assigned Key Accountabilities (KAs), or any special assignments designed to enhance the effectiveness of Role, Department, Division (Completed Annually)
  • Develop and maintain a set of staff performance metrics.

Accountable to develop and implement plans and programs (1-2 years in scope) to achieve OPPD and Business Technology and Building Services (BTBS) strategic objectives and to deliver desired outputs/assigned KAs.

  • Serve as the direct leader of business intelligence professionals in relation to the engineering, design, development and maintenance of the District's business intelligence technology, the BI related agreements/contracts with external entities and the collaboration/coordination across business units and functional IT areas.
  • Inspire understanding of OPPD's vision consistent with Core Values and team culture. Create a collaborative and inclusive team environment and develop team members through coaching, training, and ongoing performance feedback. Conduct performance reviews, champion employee engagement and encourage employee development.
  • Collaborate with all Business Technology leadership and teams and serve as an initiator and driver of continuous improvement and agile principles.

    •  Ensure and promote team practices for ongoing development of BI expertise, skill mastery and innovation
  • Ensure adherence to best practices in SDLC management, agile work management, operational safety standards and OPPD code of conduct.
  • Participate in, and provide guidance and leadership on BT strategic initiatives such as the enablement of Self-Service Business Intelligence, Data Governance, Intelligent grid modernizations, and other initiatives as identified through strategic planning.
  • Lead and influence the design, integration and ownership of all end-to-end processes, policies, and practices utilized within assigned scope of control.
  • Develop and maintain a set performance metrics. Monitor, adjust as needed, track, and develop reporting and analysis as scheduled.
  • Manage on-call rotations and schedules and define escalation policies that meet departments business continuity requirements.




  • Bachelor's Degree in Computer Science, Statistics, Engineering or related field.
  • Minimum of 5 years of experience managing/leading BI solution teams.
  • Minimum of 10 years of BI and/or Application development experience.
  • Experience managing 24x7 IT operations with a service orientation.
  • Ability to synthesize large quantities of information, create linkages, and express complex concepts in a concise and audience-relevant manner.
  • Persuasive, effective communicator - via excellent written or oral communications skills.
  • Demonstrated previous work experience effectively overseeing the coordination and execution of BI projects.
  • Demonstrates good understanding of business and financial aspects of IT.
  • Must be able to partner effectively across all level of the organization
  • A good familiarity with other IT technologies such as storage area networks (SAN), RDBMS, and core Microsoft technologies including but not limited to Windows Servers, Active Directory, VMWARE, and VDI.



  • Master's Degree with a technology focus or MBA.
  • ITIL or COBIT certification.
  • Certifications in Microsoft or Oracle technologies.
  • PMP Certification (Project Management Professional).

Time Demands:

  • This position is considered an œessential position meaning when business necessity and continuity needs are emergent, this position will be required to report to work and may be required to work hours beyond an employee's normal shift.
  • Must maintain 24-hour availability for technical and professional assistance, emergency response, and directing remedial action in response to such emergencies, as well as maintain availability as required for on call duty.
