Responsibilities

 

This Transportation Fleet Support Specialist provides administrative and technical support in the design, specifications, evaluation and purchase of OPPD's fleet of cars, trucks, and construction equipment. The position coordinates daily activities of assigned projects, project teams, contractors, and consultants on projects managed through the Districts Transportation Office, supports the Transportation team, and meets the fleet vehicle and equipment needs of the District. This position is responsible to apply project controls and implement approved project plans.  The Transportation Fleet Support Specialist is also responsible for sourcing rental equipment for the District, remarketing all retiring fleet assets, over dimensional permitting and tracking, fleet data analysis and database management, the department's vehicle equipment sharing/pooling programs, electric vehicle (EV) and other emerging technology programs, and the department's process and standardization documentation around vehicles and equipment.

Facilitate and coordinate accurate and timely communication between vendors, business unit vehicle and equipment assignees, fleet team members, contractors, customers and management. 

  • Analyze operational requirements and prepare design specifications, purchase and contract requisitions, work orders, estimates, quotes, and work with Contract Specialist and Buyers for the acquisition of vehicles and equipment.
  • Schedule specification completion, bidding and purchase of equipment to ensure expenditures are complete within the budget timeframe.
  • Analyze bids for vehicle, equipment, and other purchases and makes purchase recommendations.
  • Provide cost estimates, economic analysis and replacement input during the compilation of the annual Transportation and Construction Equipment Budget, as well as the 5-year projected replacement schedule and replacement criteria then implement, manage, and execute those projects.
  • Develop and/or assist in developing standard vehicle and equipment specifications for OPPD vehicle and equipment purchases based on job usage, reliability, durability and availability.
  • Organize and plan vehicle and equipment demonstrations and pre-paint vehicle inspections.
  • Organize and plan operational and maintenance training for new vehicles and equipment.

Develop and maintain computer applications for the analysis of equipment performance, economic considerations and general history for use in purchase and replacement evaluations, and on-going maintenance and repairs of units in the fleet. 

  • Develop and provide performance data, load computations and regulatory information for use in vehicle and equipment specifications and fleet permits.    
  • Create and maintain Fleet master data information in Fleet Focus and responsible for department analytics. Update Fleet Focus and other databases as required.

Perform special projects and studies related to Transportation department operations.

  • Serve as a full member of the Transportation Committee.
  • Oversee the remarketing of all fleet assets.
  • Responsible for developing and the implementation of Fleet communication tools, as well as administration and maintenance of any developed tools. 
  • Source, inspect, verify, correct, and prepare new vehicle, equipment and rentals for the department and the District to meet fleet equipment and component needs. 
  • Responsible for maintenance of pool vehicle database and related hardware and program items.

Qualifications

 

Required:

  • Associates Degree in a Technical Area with five (5) years of experience in fleet/automotive related operations OR High School Diploma/GED with seven (7) years of experience in fleet/automotive related operations  
  • Experience with utility fleet equipment
  • Familiar with truck, automotive, construction equipment, trailer componentry and hydraulic power systems

 

Desired:

  • Project management experience
  • Class A or B Commercial Driver's License (CDL)
