Responsibilities

 

The Supervisor - Buying is a Supply Chain Management (SCM) partner to the business units and is responsible for leading the development and execution of procurement plans and processes. 

In addition, the Supervisor - Buying is responsible for the following:

  • Supervision and successful implementation and realization of the buying function's strategic and operational goals and objectives.
  • Accountable to lead the Buyers in achieving best-in-class internal service levels and optimal inventory levels, while helping to drive OPPD's spend down through the optimization of supplier relationships/pricing, leveraging strategic sourcing plans, and procurement operational excellence.
  • This role interacts with peers across OPPD and collaborates with the other Supply Chain personnel to ensure service level agreements are achieved and cross-functional expectations are met for the SCM support provided to the company. 
  • Accountable for the identification and development of effective talent and products/services and implementing procedures and/or technology solutions to optimize the efficiency and effectiveness of procurement processes for the company.

Qualifications

 

Required:

  • High school diploma or equivalent.
  • Minimum of three years supply chain management or related experience. 
  • Incumbent must be knowledgeable of and be able to apply the principles of business administration and purchasing and contract law.
  • Incumbent must be proficient in procurement sourcing and be able to analyze changing market conditions as it relates to commodities being procured.
  • Incumbent must possess effective negotiation skills.
  • Incumbent must periodically update his/her knowledge through formal training to assure current knowledge of relevant practices.
  • Proven ability to provide strong leadership and to motivate and develop staff to provide leadership that will assist OPPD in achieving its strategic objectives.
  • Proven ability to develop lasting and effective professional relationships.

Desired:

  • Bachelor's degree in Supply Chain, Engineering, Business Administration or other related field.
  • Experience effectively supervising direct reports in an empowering and team-based environment and building relationships with all levels of management both internal and external to the organization.
  • Broad knowledge of electric utility industry, OPPD operations, Federal Energy Regulatory Commission Uniform System of Accounts and applicable utility accounting practices, bond resolutions, budgeting and finance.
  • Understanding of the principles, drivers, and KPIs associated with inventory management.
  • Incumbent is well versed in the use of an enterprise material management system.
  • Incumbent has, or can obtain, thorough knowledge of the public bidding process that is mandated in the State Statutes governing political subdivisions of the State of Nebraska.
  • Experience in electric utility operations, as it relates to materials and services needed to operate on a daily basis.
