Primary Responsibilities

Lead Construction Inspector on a wastewater capital project with a direct cost of construction in excess of $150M.  The Lead Construction Inspector:
  • Assists the Resident Engineer (RE) in planning and coordinating the Quality Control and/or Quality Assurance activities conducted by the construction management team.
  • Represents the inspection team during meetings, schedule start-up, shutdowns, and tie-ins of sewage facilities with the contractor, the Operations and Maintenance Division, or any individuals required for the tie-in of new or rehabilitated facilities with existing equipment. 
  • Coordinates full surveillance and inspection of the work, monitors the Contractor's quality process, and coordinates field sampling and testing for verification of quality results as needed.
  • Ensures project documentation is prepared and maintained including formal files of all daily construction related reports such as Daily Inspection Reports, Field Test Results, Field Change Orders, Extra Work Requests, Photo Logs, and other quality records (including deficiency and nonconformance notices (NCNs). 
Additional QC/QA inspection activities include reviewing field construction related submittals, inspecting all material and equipment arriving on site, monitoring resolution of all quality issues and leading the Substantial Completion and Final Completion inspections. Projects will be staffed with various specialty discipline Construction Inspectors as needed for the specific work activities. These disciplines may include but are not limited to civil, piping, welding, corrosion, mechanical, electrical/instrumentation, structural, in-factory inspections, geotechnical and surveying. The Lead Construction Inspector reports to the RE, and all other Construction Inspectors assigned to the project report to the Lead Construction Inspector.

Required Qualifications

  • High School diploma or equivalent.
  • ICBO, ACIA or comparable certifications preferred.
  • At least ten (10) years of recent experience in construction management and inspection of large and complex engineering/heavy civil construction projects;
  • Experience in at least one (1) relevant, verifiable project with a value over $75M of the type and scope similar to a water or wastewater treatment facility;
  • Full knowledge of construction inspection methods and current construction techniques, of construction materials necessary to determine the quality and correct use for projects, and of safe working practices and regulations in relation to different phases of construction;
  • Ability to understand and interpret contract plans and specifications to administer the contract, to perform mathematical computations and apply results to inspection work, and to prepare various types of reports and other written communications necessary for recordkeeping and letters to contractors;
  • All required certifications in the appropriate categories necessary to perform proper inspections in accordance with best industry practices for all types of inspection needed; and
  • At least three (3) years of recent experience in using Construction Management Information System (CMIS) construction management software.
  • Excellent written and verbal communication skills
  • Proficient with MS Office (Word/Excel/Outlook)
  • Ability to work independently and as part of a team
  • Ability to read and interpret construction drawings and specifications, and identify discrepancies or conflicts within the documents Web-based Construction Management Information System (CMIS) software
