Job Description

The Director, Trust and Retirement Plan Services (RPS) Compliance is responsible for managing the compliance program for Personal and Institutional Trust and Retirement Plan Services at First National Bank. This position advises First National Bank business units on Fiduciary and RPS Regulatory Requirements and develops and administers a testing program that ensures business units appropriately execute on the regulatory requirements.

Key Accountabilities:

Regulatory Change Management:
Provide regulatory advice on Fiduciary and RPS regulatory topics
Monitor regulatory landscape and determines applicability to internal business units
Establish implementation requirements for regulatory changes and administers change control process within applicable business units
Review and approves procedures for regulatory compliance

Compliance Training:
Establish annual regulatory training calendar for the business units, approves training content and works with Human Resources and business units to administer and monitor training completion

Compliance Controls:
Maintain and administer compliance risk assessments; aggregate results and report on gaps to risk appetite
Test controls and require action plans when gaps are identified; develop and communicate annual testing calendar, to include testing for Fiduciary Activities of National Banks, ERISA, Regulation R, any other work performed by 1st line, such as: Mutual Fund testing, 17j-1 testing, 12 CFR 12, Receipts/Disbursement Analysis, CDs; Semi Annual ILIT Account reviews; Investment Objective Review; Super Review and Peer Review; Conflict of Interest Testing
Implement Corporate Compliance Testing Standards and Issues Standards within Trust and RPS business units; document work papers and issues in Archer
Review and approve all marketing and disclosures

Compliance Issues and Corrective Action:
Implement and adapt as applicable Corporate Compliance business issues reporting and remediation standards, approve action plans and validate implementation
Escalate past due issues

Perform trending and root cause analysis, produce management reporting to be integrated in the overall First National Bank complaints reporting and facilitate process changes

Regulatory Examinations/Audits:
Lead regulatory examinations, request and review responses from applicable business units

Leadership & Teamwork: Promotes an environment that supports collaboration/partnership.
Fosters positive working relationships with business units, internal audit and appropriate senior management stakeholders to support compliance reviews and monitoring & testing. Offers guidance and advice to appropriate stakeholders as needed.
Sets priority and makes day-to-day decisions. Escalates matters to senior management as needed.
Provide leadership, motivation, coaching and assessment to ensure optimum team and individual performance in support of company and department goals

Knowledge, Skills and Abilities
Ability to think creatively and strategically, while still developing and implementing tactical plans.
Excellent communication skills at all levels in the organization. Proven ability to influence in high impact business meetings.
Strong interpersonal skills, including the ability to build collaborative relationships, listen and actively contribute to discussions.
Regulatory Expertise:
Is knowledgeable of Trust and RPS regulation(s), remaining aware of changes to the regulation or applicability of the regulation to the business unit.
Is knowledgeable about the results of any relevant internal audits and provides input into the action plans to address any weaknesses identified.
Monitors regulatory activities and industry developments and identify trends and emerging issues.

Job Qualifications

Certified Fiduciary & Investment Risk Specialist/Certified Trust and Financial Advisor or equivalent certification strongly preferred.
7 years compliance experience or related financial industry field.
Experience managing communications with regulators and internal audit departments.
JD highly desired
