The TRIO Upward Bound Manager will manage the daily administration and coordination of a TRIO Upward Bound grant at a high school in Council Bluffs, Iowa. The Upward Bound program provides low-income, first-generation students with the skills and motivation necessary to complete a program of secondary education and to enter into and succeed in postsecondary education.  This full time, 100%, 12-month position reports directly to the Vice President of Education; directs all components and aspects of the Upward Bound project; is administratively responsible for budget, personnel, operations, and services to disadvantaged participants; and has full authority for the entire project.

Essential Job Functions:

Responsible for management of all aspects of the project from budget and personnel to operations and delivery of services, including: 

  • Coordinating academic support programs and establishing priorities
  • Developing strategies to recruit students from the target populations
  • Communicating regularly with district and school staff, colleges and universities
  • Coordinating data and record management and establishing policies and procedures
  • Creating effective relationships with faculty, staff, and administrators
  • Supervision of the Site Coordinator
  • Partnering with campus units and organizations to promote increased retention and graduation rates as well as matriculation into colleges and universities
  • Maintaining relationships with other organizations that have an impact on low-income, first-generation college students
  • Serving as a liaison to the Department of Education
  • Designing a comprehensive evaluation program to assess the impact of project services


  • Master’s degree in Education, Administration, Human Services, Social Work, Counselor Education, or related field preferred
  • Bachelors with comparable experience working within an educational setting
  • Three to five years of progressively responsible experience with youth programs 
  • Three to five years of experience working with disadvantaged students 
  • Demonstrated expertise in all aspects of program administration, personnel and budget management, writing program reports and conducting program evaluation
  • Background similar to the target population, strongly preferred
