POSITION TITLE: GIS Analyst
REPORTS TO: City Engineer
SALARY: Starts at $28.34 per hour, Grade 21 PCEA Hourly position
PURPOSE OF POSITION: Develops designs, updates, analyzes, maintains and manages geospatial databases, hard copy and digital map projects, and web maps and apps within an enterprise Geographic Information Systems (GIS) environment for the City of Papillion via Sarpy County GIS.
Design, construct, maintain and production of GIS data, maps, and apps that fit user needs.
Performs spatial analyses and creates GIS datasets from GIS and related software based upon existing standards.
Interprets and applies information from a number of sources into the GIS, including engineering plans, floodplain maps, as-built plans, surveys, plats, tabular reports, and AutoCAD datasets; consults appropriate internal staff and/or originator to ensure accurate interpretation of information.
Prepares hard copy and digital maps to meet the specific needs of internal users, projects, and publications.
Catalogs and inventories GIS data, including metadata creation.
Collects and enters geospatial and attribute data in the office and field with GPS, ESRI ArcGIS, and asset-management hardware, software, and mobile applications.
Communicates on a regular basis with Sarpy County GIS team members to determine City of Papillion GIS needs, discuss potential data and application integration, and align actions with overall City Enterprise GIS initiatives.
Attends training, seminars, and conferences to maintain knowledge of developing GIS technologies, applications, and trends.
Develops and edits large and complex GIS databases.
Responsible for the overall maintenance, currency, and accuracy of City GIS data, layers, maps and apps; responsible for providing access, support and training to support City users.
Creates, edits, and updates features in geodatabases and shapefiles.
Scans and relates plans, manuals, etc. to GIS assets.
Assists staff and the public with GIS information requests, including hard copy and digital map production, GIS database queries, geospatial analysis, training, and intermediate technical support.
Assists all divisions as required to accomplish the goals of the City of Papillion.

ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY:
Knowledge of and ability to operate a computer or other technology using standard or customized computer or systems software applications appropriate to the assigned tasks.
Knowledge of the software, hardware, databases, geospatial data formats, operating systems, and utilities currently used in the GIS field.
Knowledge of cartographic mapping techniques and procedures used in the creation, maintenance, and production of digital and hard copy map products.
Knowledge of intermediate geospatial analysis concepts.
Knowledge of basic relational database structures, query languages, and design concepts.
Knowledge of geospatial data conversion, transformation, and digitizing techniques.
Knowledge of basic enterprise GIS concepts and strategies.
Skill in the preparation of maps, reports, and related documents.
Skill in creating and maintaining digital geospatial data layers using GIS software.
Skill in fulfilling intermediate GIS query and analysis requests using GIS software.
Skill in performing geospatial data conversions, transformations, and digitizing using GIS Software.
Maintains a high attention to detail including reviewing data for completeness and accuracy, while meeting challenging deadlines.
Working knowledge of various relational database management systems (RDBMS).
Knowledge of city responsibilities and ability to use independent judgment in the performance of duties.
Familiarity with a variety of the geospatial concepts, practices, and procedures.
Ability to take direction and work independently.
Ability to plan and organize a personal work schedule, set priorities, and meet deadlines.
Ability to perform job duties efficiently while managing frequent interruptions.
Ability to operate standard office equipment.

ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:
1. Must possess a valid driver’s license.
2. Must have a Bachelor’s degree in GIS, geography, engineering, geology, or related field.
3. Must have a minimum of 2 to 4 years of experience with demonstrated GIS responsibilities.
4. Must be bondable.

Work is generally performed indoors and in an office setting and requires routine bending, lifting and carrying office supplies, books, files and other materials. The incumbent is required to frequently sit for extended periods of time, talk, hear and must have the ability to transport themselves to and from various locations within the City. Hand-eye coordination is necessary to operate computers and various other pieces of equipment. While performing the duties, the incumbent is required to use hands to finger, handle, feel or operate objects, tools or controls and to reach with hands and arms. Work hours may occasionally be required in times of darkness. Vision abilities required include close vision and the ability to adjust focus. The noise level is usually quiet or moderate.
Work requires extensive interaction with the general public and may be stressful when dealing with citizens and/or meeting deadlines.
An incumbent must have the ability to lift up to 50 lbs. on an occasional basis and must possess the coordination and manual dexterity necessary to operate hand and power tools and equipment utilized in the upkeep, repair and maintenance tasks. Work hours may occasionally be required in times of darkness. Vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The noise level may be moderate to intense depending on activity performed.
