The Nebraska Department of Health and Human Services, Division of Public Health is seeking an energetic and passionate individual to join the team as Deputy Director of Public Health to serve over Health Occupations Professional and Facilities Licensure; Epidemiology and Informatics; Vital Records; Professional Health Licensure Investigations; and Emergency Preparedness Teams. This exciting opportunity is ideal for a highly motivated and self-sufficient leader looking to join the Public Health executive leadership team as one of the two Deputy Directors. The Deputy will develop policies, procedures and best practices for key administrative functions such as budget, contracts, grant management, human resources, workforce planning, process improvement, facilities, safety and risk management. Responsibilities also include working with the Public Health Director and senior program staff to implement, monitor and advance the department's strategic business plan and initiatives; facilitate the development and monitoring of departmental performance measures and outcomes, and ensure resources are available for strategic priorities. This position will also serve as a liaison with community groups, local health departments, and other human services organizations as appropriate.

Hiring rate is commensurate with education and experience 
  • Work collaboratively within DHHS and with Public Health (PH) partners to assess and analyze the performance of PH programs and operations.
  • Represent the Division by working with sensitive issues and critical stakeholder groups including the legislature, the Governor's office, and other executive agencies.
  • Monitor and analyze departmental impact of legislation and coordinate the preparation of impact summaries and fiscal notes.
  • Facilitate the response to audits including compliance, and corrective action plans.
  • Train, supervise, manage, and evaluate staff and work collaboratively with other Divisions to ensure cooperative and mutually beneficial relationships.
  • Monitor quality improvement plans, direct team process improvement projects and support operational efficiency to ensure achievement of best business practices and productivity/standards.
  • Attend meetings with governor's staff and senator
  • Drafting/approve proposed legislative bill amendments and regulations, testify at Legislative committee hearings and Legislative sessions on behalf of the Division as requested.
  • Provide background information and facilitate interviews as requested by Communications
  • Approval of job openings and HR requests, timekeeping and requests for time off, contracts, grant application and submission approval, and expense reimbursement and out of state travel. 
REQUIREMENTS: A Master's Degree in public health or related fields such as healthcare administration, public administration, business administration, or law, plus five years of increasingly responsible managerial, administrative and operational experience involving policy development, service delivery or government operations, including supervision and management of professional staff. Relevant experience in lieu of the master's degree will also be considered.
