M-F, 8-5. On-Call availability required. Will include some evening, weekend, and/or holiday hours. 
This position is located at the Lincoln Regional Center Whitehall campus which addresses the treatment needs of male adolescents who have offended sexually. The Facility Operating Officer is responsible for the administration and day-to-day management of planning, direction, and coordination of programs, policies, objectives and initiatives for LRC Whitehall Psychiatric Residential Treatment Program. They must report and be directly responsible to the licensee in all matters related to the maintenance, operation, and management of the facility. They will report directly to the Office of Juvenile Services Administrator.

Job duties for this position include:
  • Provides direct oversight of department heads: security, programming, education, and medical;
  • Oversees juvenile rights; ensures that the mental health center protects and promotes the client's health, safety, and well-being
  • Provides support and accountability for employees through progressive performance management;
  • Assists in preparing the facility budget and directs and monitors expenditures of department funds;
  • Confers with Managers/Officers from other 24-hour facilities (adult/juvenile) to discuss and solve facility problems and issues that impair effectiveness and efficiency of operations;
  • Identifies and implements facility training needs;
  • Works in collaboration with compliance when receiving staff/juvenile complaints or allegations of abuse;
  • Ensures an investigation is completed on suspected abuse, neglect or exploitation and that steps are taken to prevent further abuse and protect clients
  • Works in collaboration with Human Resources on appropriate personnel actions such as hiring staff, promotions, disciplinary actions, status changes, separations and grievance dispositions;
  • Implements facility procedures to respond to changes in statutes, administrative policy and accreditation standards and provides oversight for quality assurance;
  • Represents and promotes the objectives and services of the facility and agency before associations, community groups, federal agencies and other public government agencies;
  • Conducts environmental and safety facility inspections and develops action plans to resolve deficiencies. 
REQUIREMENTS: Bachelor's degree in business/public administration or other appropriate discipline and five years of related administrative/managerial experience.

PREFERRED: The ideal candidate will have Psychiatric hospital experience and/or leadership experience in the mental health field. Knowledge of Joint Commission accreditation regulations and Psychiatric Residential Treatment Facility guidelines. Experience working with youth and/or sex offender populations.

OTHER: Must have a valid driver's license or the ability to provide independent authorized transportation. 
Knowledge of Health and Human Service System organization, programs, services, missions, goals, objectives, rules, administrative regulations, policies and procedures. Knowledge of Joint Commission accreditation regulations, CMS standards and fire code regulations preferred. Knowledge of principles and processes involved in business and organizational planning; coordination and execution such as strategic planning, resource allocation, staffing modeling and leadership; policies and practices involved in Human Resources functions including recruitment, selection, training, labor relations and employee relations; budget formulation and administrative practices. Ability to: communicate effectively to a variety of individuals; listen and understand information presented by others; apply deductive and inductive reasoning to a variety of situations, apply original solutions to topics or situations and handle sensitive situations. Candidate should be skilled in managing financial resources; evaluating facility operations; identifying problems; gathering information; determining effective solutions, and managing personnel and material resources. Candidate should have excellent verbal and written communication skills essential for communicating vital information to hospital personnel, public officials, and members of the community.
