Examples of Work


This position will manage the dental benefits manager program contract which begins on October 21, 2017 with an annual value of over $58 million. The operational requirements and the federal regulations applicable to this contract are extensive and will require oversight from this manager. This includes supervision of staff, interaction with the stakeholders and members of senior management in DHHS and other agencies. This position requires significant amount of knowledge of complex federal rules and regulations pertaining to Medicaid, Medicare, managed care delivery systems, the Nebraska Administrative Code and other industry requirements and standards. Skills in staff planning and direction, health plan contract management, budgeting, and the ability to communicate effectively.


Qualifications / Requirements


REQUIREMENTS: Bachelor's degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field and experience in program planning, implementation, monitoring, evaluating program functions or supervising/management staff and budgets. Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for year basis.

PREFERRED: 1 year of experience performing or supervising contract monitoring or financial auditing of health care contracts and/or 1 year of experience with Medicaid or a Managed Care Organization (MCO). Intermediate/Advanced skill level in Microsoft SharePoint, Excel, Outlook, PowerPoint and Word; ability to travel on occasion. A valid driver's license or the ability to provide independent authorized transportation. Regular, predictable attendance is an essential job function.


Knowledge, Skills and Abilities


Proficiency in Microsoft SharePoint, Excel, Outlook, PowerPoint and Word is required. Accomplished writing skills to produce effective communication are required. Knowledge of: regulations relevant to the Medicaid program; quality assurance/performance improvement principles and methods of analyzing continuous improvements; business and management principles including strategic planning, resource allocation, human resources, leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices. Skill in: communicating information so others will understand; using logic and reasoning to identify strengths and weaknesses of alternative solutions; identifying complex problems to develop and evaluate options and implement solutions. Ability to: plan, assign and supervise the work of others; learn, apply and interpret agency policies and procedures relating to areas of responsibility; identify and analyze problems and develop solutions; exercise judgment, decisiveness and creativity in critical and/or unexpected situations; establish and maintain satisfactory working relationships with agency/division/health plan leadership and representatives, stakeholders, providers, members, association representatives and the general public.
