Job Description

The Department of Health and Human Services is seeking a motivated individual to join our Financial Services team and fill the role of Budget Analyst. The successful candidate will be a self-starter, detail oriented, have a high personal standard of integrity, love working with data, and share in our mission of "Helping People Live Better Lives".

Hours: 8-5, Monday - Friday. 

Job location is the Nebraska State Office Building, Downtown. 


Examples of Work


This position is primarily responsible for the preparation, forecasting, monitoring, and financial reporting of the Agency's state appropriated administrative budget. This includes: coordinating, monitoring, forecasting and managing the timing of cash flows for grants, cash funds, and general fund appropriations; interpretation and application of state and federal laws; development of Legislative Fiscal Notes, supplemental budget requests, and ad-hoc requests from Senators, the Legislative Fiscal Office, the Governor's Budget Office, and the Governor's Policy and Research Office; preparing and presenting monthly budget status reports for the Division Directors and Finance Officers, Agency Financial Metrics report for the Governor, and other ad-hoc reporting and analysis requests.


Qualifications / Requirements


REQUIREMENTS:  Bachelors degree in accounting, finance, economics, statistics, business administration or related field and experience performing fiscal and budgetary analysis for major business operations; experience can be substituted for education on a year for year basis.

PREFERRED: Bachelors degree in business administration, accounting, or related field plus four years of related experience.


Knowledge, Skills and Abilities


Knowledge of: organizational budgeting and accounting policies and procedures, techniques and procedures of financial research and analysis, principles and processes in organizational planning and coordination; expert level knowledge of Excel native functions used for transforming and analyzing data. Ability to: integrate data from multiple sources using MS Excel and/or MS Access. Communicate effectively to display and exchange factual information and conclusions; conduct budget/fiscal analysis to identify trends and formulate conclusions.
