Job Description


DUTIES & RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:  Manages Health Services activities, including plans and operations, human resource management, and Medical staffing. Provides medical management and advisory services that contribute substantially to the plans, policies, decisions, and objectives of senior management. Develops plans, policies, procedures, goals, and objectives for the overall operation of the Medical Group.  Monitors unit participation for both inactive and active duty training. Directs the Medical Group accreditation program and management improvement studies. Determines eligibility, authorizes and coordinates civilian and military medical care for Active Guard Reserve (AGR) personnel and other eligible beneficiaries in accordance with directives and local policies. Reviews medical supply and equipment requirements, makes appropriate recommendations, and requests required procurement and funding authorizations. Interprets regulations and assists in their implementation for the installation to ensure compliance with Health Services Inspections (H S I), Occupational Health and Safety Administration requirements (OSHA), Food and Drug Administration (FDA), and Environmental Safety and Occupational Health Compliance Assessment and Management Program (ESOHCAMP). Directs budget formulation and execution. Plans and organizes the work of subordinates. Performs other duties as assigned.

Meeting the months of experience requirement will not by itself be accepted as proof of qualification. Quality, type, and scope of experience or education must be demonstrated to show that applicant is fully qualified to perform duties at the grade level announced.

MINIMUM EXPERIENCE REQUIRED: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have validated understanding of the basic principles and concepts of the occupational series and grade.

REQUIRED SPECIALIZED EXPERIENCE: Must have at least 12 months experience, education, or training which provided a working knowledge of missions, organizations, programs and requirements of health care delivery systems. Experience in analyzing and recommending solutions to complicated problems. Experience in developing and implementing various policies and procedures used in the state medical programs. Experience involving various administrative areas such as budget, personnel and public relations within a medical activity. Experience that prepares the applicant to perform the duties of this position. May substitute educational-degree study program for specialized experiences. Applicant must demonstrate the following activities for each specified grade:Knowledge is mandatory in general clerical procedures; medical terminology, regulations, and directives; medical ethics; health records administration; principles of coding; and anatomy and physiology. For entry into this series and grade, completion of high school is mandatory. Completion of high school courses in biology, chemistry, and general science is desirable. College course work in health care administration, general science, biology, psychology, and chemistry is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES: Resume must reflect applicable experience.

Knowledge of the mission, organization, programs, requirements of health care delivery systems to plan, organize, and implement the unit's full-time health program and paraprofessional screening procedures.

Knowledge and recognition of the different functions and motivation of various groups in the health care system and ability to communicate effectively in order to resolve problems and coordinate medical programs.

Ability to analyze problems using qualitative and quantitative analytical techniques and skill in conducting interviews with supervisors and employees with the ability to  present both oral and written recommendations concerning physicals, drug testing and medical material. 

Ability to understand the characteristics of the Military Health Services Systems (MHSS) and the base and medical unit missions to analyze, evaluate, and recommend and/or implement actions to enhance operational readiness and unit effectiveness and provide technical and administrative advice to management officials.


MILITARY REQUIREMENTS Military skill set is determined by AFSC/MOS requirements.  Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.  Specific requirements are found in: references listed below, NGB Compatibility tables and your local Personnel section.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. 

OTHER REQUIREMENTS - For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
