In order to meet the minimum qualifications for this SELF-ASSESSMENT MONITOR position, you must meet the following criteria.
All series personnel must be competent at the next higher level before being eligible for that level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
Defined as specified experiences that prepared the applicant to successfully perform the duties and responsibilities, with the required competency level, as defined by the applicable position description. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for dual status technician appointment to one of the six Series GS-1801 program positions with its applicable career level. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retaina variety of instructions, regulations, policiesand procedures. Applicants must demonstrate the ability or have endorsements that indicate the ability to perform and learn the cited duties.
Experienced in working within the definitions of laws, regulations, and policies. Experienced in working the military inspection programs and basic understanding of military missions, service structures, capabilities, and organizational functions. Experienced in applying analytical and evaluative techniques to analyze the self-assessment program plans. Experienced in developing training materials and instructing others in the basic inspector general program elements, activities and procedures. Capable and experienced in conducting interviews, reading reviews, and evaluating situations or conditions. Have a working knowledge of various office automation software programs, to include specific inspector general forms, tools, and techniques to support office operations to produce a variety of documents such as, letters, reports, spreadsheets, databases, and graphs. Have a working knowledge of inspector general investigations, understands how to conduct interviews, fact finding projects, and/or complete data analysis. Experiences may have included activities such as, approaching individuals who may be fearful, skeptical, or uncooperative during the questioning process of the investigation; establishing rapport with different personality types in order to glean appropriate information pertaining to complaints and allegations, and resolving complex problems. Experienced in applying conventional methods to gather, analyze, and evaluate information and data, draw conclusions, and recommend appropriate action. Skilled in comprehending procedures outlined in inspector general regulations and directives and experienced in applying them to complete conventional inquiries, complaints, Congressionals, etc. Experienced and confident in communication skills, both written and oral, to prepare comprehensive reports of investigation, responses to congressional staffers, and make presentations to high level management officials. Experienced in completing work assignments and handling problems and deviations in accordance with instructions, policies, previous training or established practices. Experienced in interpreting and executing policies using general guidelines and precedents. Experienced using learned judgments, initiatives, and resourcefulness in order to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems, research trends and patterns, develop new methods and criteria, or recommended changes to complete the required planning and programming requirements. Experienced in comprehending compliance or noncompliance activities.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Education achievements are allowed as substitutions for specialized experiences in the six program positions of Series GS-1801, General Inspection, Investigation, Enforcement, and Compliance.
Candidates will be evaluated on the basis of the KSAs listed below. Applicants are encouraged to address the KSAs in their application or resume or by submitting a supplemental statement with their application. Written response to each KSA will ensure that specialized experience criteria is recognized and credited.
1. Knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs.
2. Knowledge in planning for and executing inspector general programs and using software data systems.
3. Knowledge and experience in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces.
4. Knowledge and experience involving work as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs.
5. Experience in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations.
6. Experience in providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs;and the Commanders Inspection Program.
7. Knowledge in the inspector generals program concepts and policy regulations.
Knowledge in the development of programs, procedures, and methods to implement, evaluate, and maintain the inspector general program.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
