Job Description


The primary purpose of this Air Reserve Technician (ART) Officer position is to serve as Chief of the Force Execution Branch.  In this role, the incumbent will provide aviator expertise in directing, monitoring, planning, organizing, and analyzing changes, and oversight and support of Air Force Reserve operations.  In addition, oversees training of reservists in the accomplishment of organizational tasks.  Incumbent of this position will perform the following duties:  

  • Plan, organize, and oversee the activities of the Force Execution Branch of the Operations Division, Force Generation Center (FGC), ensuring the Execution Branch complies with legal and regulatory requirements and meets higher headquarters senior leader goals and objectives.
  • Using aviator knowledge, perform as the project leader to accomplish particularly complex and sensitive tasks concerning the overall analysis and mission planning of global force execution processes, developing changes in areas where necessary and preparing justification and rationales to support organization Aviation Operations.
  • Serve as the principal advisor to the Division Chief on all issues concerning the monitoring and changes to quantity and type of deployed Air Force Reserve Command forces in support of external and internal requirements, and on solutions to complex and/or highly sensitive missions. 
  • Exercise supervisory personnel management responsibilities for a civilian and military workforce.
  • Using aviator experience, prepare and present high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.


You must have at least one year (52 weeks) of specialized experience equivalent to the GS-12 grade level or qualifying pay band under other pay systems in the Federal Service which has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Experience providing aviator expertise in directing, monitoring, planning, organizing, and analyzing changes, and oversight and support of organization operations.  (To be creditable, specialized experience must meet the above quality level requirements).


(1)  Knowledge of operation concepts, logistics policies and procedures, and command and control methods, policies and procedures applicable to the management of execution and readiness planning.  (2) Knowledge of aviator expertise as it applies to assigned programs, and knowledge of weapons systems.  (3)  Knowledge of analytical and evaluative methods and procedures, and skill in evaluating program operations to develop comprehensive reports.  (4) Ability to plan, organize, and direct functions and mentor, motivate, and evaluate, the staff of an organization through subordinates.  (5) Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

Position may or will require incumbent to:  (1) Incumbent is required to meet and maintain Air Force Reserve requirements.  Incumbents regular assignments are primarily ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.  (2) Must be able to obtain and maintain a Top Secret clearance.   (3) Overtime may be required as workload demands and in some cases with no-notice due to urgency of time-sensitive matters.  Work may be required other than normal duty hours, which could include weekends and/or holidays.  (4) Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities.  These temporary duty assignments could range from short duration to 30 days, and longer.  While every effort will be made to scheduled these assignments well in advance of the travel, travel may be required with extremely limited notice.  It is imperative incumbent have an unlimited ability to perform such travel.  (5) This position is a designated as a mobility position.  The incumbent must be willing to move/transfer to another organization/location on a lateral or promotion basis as directed by Headquarters Air Force Reserve Command (AFRC).  (6) Must possess a high degree of tact and diplomacy and demonstrated leadership and managerial abilities to successfully execute and manage the command operations.  (7) Aviator experience (e.g., pilot, navigator) is critical to the successful performance of the work.  (8) This may be a testing designated position (TDP).  The employee may be subject to random drug testing.  (9) Work is primarily sedentary with some walking and carrying of reports, ledgers, etc.  (10) Work is performed in an office setting.  (11) If you are selected for an ART Officer position, you will be required to sign a mobility agreement prior to appointment.
