This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-12 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-12 level.  The selectees salary will be set within the grade equivalent to a GS/GG grade based on the selectees qualifications in relation to the job.

The primary purpose of this position is: This is a Sensitive Compartmented Information (SCI) Information Systems Security Manager (ISSM) alternate position in the 412 TW Plans and Programs directorate, Intelligence Division (XP2). Incumbent will perform alternate ISSM duties and an in conjunction with the primary ISSM will be responsible to manage and maintain all SCI information System utilized throughout the 412 TW and Edwards AFB to include direct support of the Air Force Test Center Headquarters and subordinate staff personnel. The incumbent will also perform primary duties as the collateral Cybersecurity Liaison within the Intelligence Division responsible for all SIPRnet, NIPRnet and standalone system capability within 412 TW/XP2 to include day-to-day security and customer support.

Perform duties as the Edwards AFB Information Systems Security Manger: Fully responsible for all aspects of the daily management, operation, security, and maintenance of the SCI network to include the Joint Worldwide Intelligence Communication Systems (JWICS) node at Edwards AFB as well as all connections/interfaces with backside customers.

Performs duties as the 412 TW/XP2 Cybersecurity Liaison Official: responsible as the lead official for all actions required to maintain accountability for and security of all non-SCI information systems located within the 412 TW intelligence division to include SIPRnet, NIPnet and standalone computers. Laptops and video presentation systems.

Provides Intelligence Information Technology Customer Service and Support.

Performs Duties as the Information Technology and Equipment Resource Manger

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

QUALIFICATION REQUIREMENTS

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Examples of creditable experience include: Knowledge of computer Information Assurance and security disciplines to include data availability and assurance, collection capabilities and methods, computer processing techniques and all associates system security protection procedures is required. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.  Knowledge of computer Information Assurance and security disciplines to include data availability and assurance, collection capabilities and methods, computer processing techniques and all associates system security protection procedures is required.

2.  Comprehensive knowledge, understanding and the ability to manage a wide variety of SCI networking and security projects. Incumbent must have a thorough and complete understanding of applicable SCI computer security directives and possesses the ability to apply current directives to existing and future SCI networks and systems.

3.  Detailed understanding of Contractor SCI computer security policies as they apply to procedures for security operations at both contractor SCI facilities as well as for contractors who work at government owned and controlled SCI facilities.

4.  Demonstrated ability to analyze and correct customers hardware and software problems, and be able to exercise IT security methodologies and principles directed toward the planning and conducting of security accreditation reviews for all security levels of installed systems and networks.

5.  Knowledge of acquisition policy and guidance and the role intelligence plays throughout a weapon systems life-cycle to include the roles and responsibilities required by field communications support personnel in support of USAF Acquisition Test Programs to include test operations, execution, and protection is required.

6.  Skill in communicating effectively with others, both orally and in writing, working out solutions to problems or questions related to the work. Ability to write clear and concise communications support products and delivering oral presentations regrading IT security issues to senior level audiences for decision-making purposes.

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

 

1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

3. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignments of these duties. A waiver of this six month requirement may be granted per DoD 8570-01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

4. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

5. Incumbent may be subject to psychological screening/polygraph testing as inherent primary requirement of their position.

6. A mobility agreement may need to be signed as a condition of employment.
