Job Description

Duties

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required for this position: A copy of the complete position description is available in the Human Resources Office.

Receives, in-checks, routes, and moves parts, assemblies, components, and on-base turn-ins into and out of industrial shops.  Interprets packing manuals and specifications and determines containers, protective devices, cushioning materials, methods, and techniques needed for packing a variety of tools, parts, equipment, and other items, taking into consideration such factors as size, type, weight, fragility, hazardous materials, transportation mode, and destination of items. Constructs containers such as crates, boxes, cases and skids for use in shipment of items, utilizing Special Packaging Instructions (SPIs) when available to determine proper support requirements for items being prepared for shipment. Determines proper identification, marking, labeling, and inclusion of shipping documents and special handling instructions on all shipments. Assists the Distribution Manager as required in actions such as determining freight shipping requirements consistent with efficiency and transportation priorities. Operates primarily straight-in-line trucks which typically have an approximate gross vehicle weight (GVW) of more than 32,000 pounds and/or truck tractors with semi-trailers or full trailers to transport personnel or pick up and deliver supplies, materials or equipment. Operates electric, LPG, or diesel powered fork lift trucks capable of lifting loads weighing less than 10,000 pounds as high as 168 inches.  Drives one or more types of trucks such as pickup, panel, and flatbed trucks, which typically have a gross vehicle weight of 10,000 pounds or less, on local and public roads at highway speeds. Performs warehouse work to include receiving and inventorying equipment, supplies and materials; loading and unloading of trucks; packing and unpacking material. Adheres to and Enforces safety, fire, and housekeeping standards. Performs a variety of extensive servicing and light maintenance work on assigned vehicles. Performs other duties as assigned.

Qualifications

GENERALIZED EXPERIENCE:

Experience or training which demonstrates the ability to follow instructions and safely operate the type of equipment required to accomplish the duties of the position

SPECIALIZED EXPERIENCE:

Applicant must indicate 18 months of experience or training which demonstrates the ability to operate one or more motor vehicles including platform trucks, van trucks, fuel trucks, stake trucks, dump trucks, and trash removal trucks which typically have an approximate gross vehicle weight of more than 11,700 kilograms (26,000 pounds) and up to 14,400 kilograms (less than 32,000 pounds). Experience operating vehicles and tractors, some of which may be equipped with special-purpose powered equipment. Experience operating platform, van, stake and dump trucks, refueling vehicles passenger buses or ambulance buses

KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.

-Knowledge of a wide variety of preservation processing and standard packing methods and techniques, detailed knowledge of specialized techniques for preservation and/or custom packing
-Knowledge of procedures and documentation requirements to prepare and verify shipping documents for correct safety and destination coding, classifications, and hazardous material handling criteria
-Knowledge of warehousing plans and accepted warehousing methods, procedures and techniques
-Knowledge of a wide range of deployment and distribution management policies, principles and practices as well as an in-depth knowledge of commercial traffic management activities.
-Knowledge of industry practices and procedures and established regulations, requirements, and techniques related to the transportation program.
-Knowledge and skill to: determine the correct turning radius for these flection-type vehicles; back the trailer into loading docks, between other trailers, and in narrow, congested locations around warehouses and parking areas; and apply the dual braking system for the combination vehicles especially on steep winding grades, without causing the trailers to jackknife.
-Knowledge of operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of more than 32,000 pounds such as aircraft refueling tractor trailers, truck tractors with semi or full trailers, heavy load in-line trucks, or interstate motor coaches.
-Knowledge of organizational practices and activities and skill in applying this knowledge to plan and accomplish a variety of complex work assignments, and the ability to identify, analyze and resolve transportation issues or problems.
-Skill and knowledge in turning the vehicles, in evaluating the condition and load limits of bridges, in scheduling weigh points, and in assessing traffic conditions and hazards locally and over long-distance routes in unfamiliar geographic areas.
-Skill to maneuver oversize vehicles safely in narrow and confined locations which are often congested with other vehicles.  Skill and knowledge in driving vehicles without mishap in complicated traffic situations.  Skill to remain attentive and maintain a defensive attitude while making interstate drives at highway speeds for extended periods, often at night.
-Skill in determining weight support points for large or irregular material and in fabricating the necessary bracing and protective forms.
-Skill in the preparation of all documentation for hazardous materials to be packed, stored, and shipped including the visual assessment of their physical condition and their quantity, size and specialized handling, labeling or storage requirements.
-Ability to operate electric, LPG, or diesel powered fork-lift (lifting loads weighting 10,000 lbs or more that are higher then 168"), and other material handling equipment.
-Ability to operate  one or more types of trucks such as pickup, panel, and flatbed trucks, which typically have a gross vehicle weight of 10,000 pounds or less, on local and public roads at highway speeds.
-Ability to judge road/traffic conditions and read maps to determine the shortest and safest route.
-Ability to interpret instructions, specifications, etc. related to motor vehicle operation, power take-off unit operation, and preventive maintenance; and meet cargo pickup and delivery schedules/deadlines.

INDEFINITE:  Currently employed permanent technicians retain their permanent status and will occupy this position as a Permanent Promotion or Reassignment.  Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician.  Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period.  Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30- day termination notice. 

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicants record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

SPECIAL NOTE:  Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.
