Duties

ALABAMA AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Alabama Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Air National Guard must be eligible for immediate membership and employment in the Alabama Air National Guard in the military grade listed in this announcement.
AREA OF CONSIDERATION FOR THIS ALABAMA AIR NATIONAL GUARD POSITION:
AREA 1:
All permanent Alabama Air National Guard civilian excepted technicians currently employed.
AREA 2: All Drill Status/M-Day members of the Alabama Air National Guard.
AREA 3: All U.S. citizens eligible for membership in the Alabama Air National Guard.
(1) Inspects, operates and maintains a complete fuels distribution system(s) to receive, store, transfer and issue both aviation and ground fuels. Inspects systems for leakage, corrosion, faulty fittings, and inoperative components such as distribution lines, storage tanks, hydrant pits/outlets, oil/water separator, pumps, automatic/manual valves, meters, and system control rooms.
(2) Operates, inspects and performs all required maintenance and repair on 400-5,000 gallon cryogenic storage tanks. Inspects, maintains, performs operator maintenance, and minor repairs to support equipment and cryogenic samplers to include the following: air purging units, vacuum gauges, vacuum pumps, portable efficiency meters, portable samplers and other support equipment that is required to maintain the cryogenic storage tank in a ready condition to receive, store and transfer LOX or LIN. Applies safety or precautionary procedures required in handling cryogenic fluids. Analyzes, isolates, and corrects system malfunctions. Performs preventive maintenance on components and tanks, to include inspections. This includes routine maintenance/servicing of components such as compressors, safety valves, hand operated valves, pressure disks, filter/strainer assemblies, gauges, and various moving mechanical parts by disassembling, cleaning, accomplishing minor repairing or adjusting, and reassembling components.
(3) Performs required quality control testing in the fuels laboratory as set forth in TO 42B-1-1, AFI 23-201 and other governing directives. Draws product samples from receiving transports, pipeline, mobile equipment and bulk storage tanks. Performs base level laboratory analysis of these samples in accordance with applicable specifications, technical orders and other quality assurance manuals. Maintains constant surveillance over all fuels equipment and systems to ensure no deviation from accepted quality assurance standards. Uses independent judgment and a comprehensive understanding of product specifications to make field-type visual and/or instrument checks that are necessary to identify product or product contamination. Directs, implements and monitors the Lock Out/Tag Out program IAW applicable AFOSH Standards. Responsible for placing and removing AF Form 979 (Danger Tag) and AF Form 980 (Caution Tag) on any suspected contaminated or off specification products or equipment. Responsible for maintaining the Quality Control module in the Fuels Automated System (FAS)/Fuels Manager Defense (FMD) database.
(4) Administers Fuels Information Service Center. Monitors ongoing operations to ensure hardware and software are functioning properly and operational standards are met. Uses established computer techniques to identify and promptly resolve network-related problems within the organization. Trouble shoots hardware, software, and Local Area Network (LAN) problems. Identifies and determines corrective action to be taken in case of individual job failures not covered by standard procedures. Resolves partial system failures (software or hardware-related) by providing for revised applications of system operating capabilities, which involves working through or around the problems with reduced capacity, and readjusting the system when full operating configuration is resolved.
(5) Operates one or more types of special purpose design aviation and ground fuel tank truck vehicles having a capacity of up to 6,000 gallons and gross vehicle weight of 70,000 pounds used for fueling/defueling various types of aircraft and ground fuels applications such as AGE, power production, heating and engine test cells. Transports fuel from the bulk storage area to the flightline issue point, positions the vehicle for the refueling/defueling task as required.
(6) Maintains a consolidated tool kit program.
(7) Plans, monitors and conducts On-The-Job Training (OJT), for assigned Fuels Management Flight personnel.
(8) Uses and assures proper fit of required safety equipment and personal protective equipment (PPE).
(9) Performs other duties as assigned.

Qualifications

EXPERIENCE REQUIREMENTS: Each applicant must fully substantiate (in his/her own words) that he/she meets the requirements of the specialized experience listed below; Otherwise, the applicant will be considered unqualified for this position. GENERAL EXPERIENCE:
  Experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position.
SPECIALIZED EXPERIENCE: Must possess at least 12 months experience or training working in activities such as large fuel depots or fuel farms with complex, interconnecting line and pipe arrangements, and frequent requirements for large scale movement and transfer of a variety of liquid fuels.
KNOWLEDGE, SKILLS, AND ABILITIES: Must have technical knowledge of fuels, propellants, chemicals and logistics that are applicable to this position.  Must have an understanding of the composition, properties, toxicity, explosive and burning characteristics of petroleum/cryogenic products and missile propellants.  Must have ability to use a wide range of cryogenics and petroleum fuels laboratory analysis equipment to include flash testers, conductivity unit meters, analytical balances, cloud point determination apparatus, microscopes, aqua-glo viewers, hydrometers, Fuels System Icing Inhibitor scopes, de-mineralized water purifier, vacuum pumps, graduated cylinders beakers and assorted glassware.  Must be familiar with disposal methods, hazards, identification methods and the use of protective clothing/equipment and safety regulations.  Must have knowledge of diagnostic methods, procedures, and principles to identify computer system failures, take corrective actions to resume normal operations.  Must know the rules and regulations governing flightline/airfield driving.  Must have knowledge of the mechanical, electrical, and pneumatic systems and their major components related to fixed and mobile refueling equipment.  Must be able to use technical manuals, illustrations, specifications, diagrams, schematics and similar guides to make minor or routine repairs and modifications.  Applies skill in measuring, fitting, and installing needed components to clearances which are specified in manuals or instructions.  Applies skill in connecting, meshing, aligning and adjusting components to assure effective operations of the complete system and vehicle. 

SUBSTITUTION OF EDUCATION IS NOT CONSIDERED FOR WAGE GRADE POSITIONS.

COMPATIBILITY REQUIREMENTS: All applications will be considered regardless of AFSC. Incumbent will be required to be assigned to and qualify in a compatible military position. The selected individual may be required to attend formal technical school training in a military status.
Compatible Military Assignment: AFSC: 2F0XX Applicants do not have to possess this AFSC to be certified as qualified.

ASVAB Score required for AFSC: 2F0X1, 47 in Mechanical AND 38 in General
MILITARY GRADE: Only applicants in the military grade listed below will be considered. **Please include your military grade on your resume.
Maximum Military Rank/Grade: SSgt  Individuals exceeding the maximum military grade are required to submit a letter along with resume agreeing to a military demotion if selected. This statement of understanding is required for basic qualification.
Other Requirements:  For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
This position requires a Secret security clearance.  The applicant must possess or be able to obtain a clearance within one year of appointment.
