Duties

DUTIES & RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO: Receives and reviews all work requests (oral and written) for validity, accuracy, and feasibility. Serves as the focal point for automated work control and supply programs within CES or throughout the installation. Ensures fiscal responsibility by establishing job/work orders under the correct organizational funding codes. Establishes and operates the customer service center. In conjunction with the Facility Manager, coordinates and directs periodic inspections of Real Property and Real Property Installed Equipment (RPIE). Supervises assigned staff so as to assign, direct, and review work of subordinates. Establishes and operates the CES Command Control Center during normal, contingency, and emergency operations. Establishes and maintains facility and construction folders to include records of all significant maintenance and improvements that have and have not been capitalized. Initiates, monitors, and administers contracts, within delegated authority. Manages CES mobility equipment and supply programs and provides training to drill status guardsmen in accomplishment of these tasks. Manages Civil Engineering equipment/material accounts through a sophisticated Integrated Engineering Management computer system. Coordinates training/work schedules for contractors, state and Federal employees, and Traditional Guard personnel with the logistics Management Specialist or the Unit Training Manager in order to maximize training opportunities. Performs vehicle control responsibilities. Performs other duties as assigned.

MILITARY COMPATIBILITY REQUIREMENTS

: Selected candidate is required to be assigned to a compatible military unit and MOS/AFSC in accordance with TPR 303. AFSC: 3E6X1

Meeting the months of experience requirement will not by itself be accepted as proof of qualification. Quality, type, and scope of experience or education must be demonstrated to show that applicant is fully qualified to perform duties at the grade level announced.

MINIMUM EXPERIENCE REQUIRED: Experience, education or training which indicates the candidate can reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understanding the terminology and data pertaining to repair operations and process characteristics of the production activity.

REQUIRED SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education or training preparing job or work orders; scheduling various phases of projects into the production facility; following up to see if work is progressing as planned and arranging for adjustments in materials, machine processes, and work sequencing allowing for changes. Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc.

KNOWLEDGE, SKILLS, AND ABILITIES: Resume must reflect applicable experience.

Knowledge, understanding, and use of terminology, data, and standards relating to validating, planning, estimating, scheduling, and expediting work and how to relate them properly to new projects.

Knowledge of supply and logistic functions such as material and equipment ordering procedures and there forms and the proper use of CE resources for each requirement.

Skill and experience in OSHA and other departmental regulations, as well as base operation plans, and how they interface with program execution.

Ability to coordinate with internal and external organizations and businesses in support of production control and logistic activities  in CE to ensure proper supply handling, scheduling and the expediting of the work.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions. 

MILITARY REQUIREMENTS Military skill set is determined by AFSC/MOS requirements.  Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.  Specific requirements are found in: references listed below, NGB Compatibility tables and your local Personnel section.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. 

OTHER REQUIREMENTS - For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
