Duties

a. INTRODUCTION:

This position is located in the Medical Group at an Air National Guard Wing. The purpose of this position is to provide a professional Industrial Hygienist to plan, schedule, execute, manage, and administer the installation-wide Industrial Hygiene/Bioenvironmental Engineering Program (IH/BEE), which includes occupational health/industrial hygiene, radiation safety, and environmental monitoring to maintain and promote the health and well-being of military and technician personnel.

b. DUTIES AND RESPONSIBILITIES:

(1) As an Industrial Hygienist, ensures statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and health (AFOSH) directives and regulations.

(2) Researches industrial operations and develops, implements, and executes surveillance strategies, inspections and evaluations of operational facilities and various activities to detect and eliminate health hazards.

(3) Determines and assigns Risk Assessment Code (RAC) to health hazards.

(4) Reviews plans for new and existing facility construction projects.

(5) Manages and assesses installation environmental sampling, analysis and monitoring requirements, and performs ambient, source and substance tests and monitoring.

(6) Serves as advisor to state occupational safety and health councils, member/advisor on management boards and committees concerning industrial health and bioenvironmental issues.

(7) Coordinates and performs internal and external Environmental, Safety and Occupational Health audits.

(8) Maintains regulations, standards and manuals; writes supplemental guidance to ANG and AF directives; prepares correspondence and a variety of reports relative to the local IH/BEE program.

(9) Serves as the competent authority on radioactive material on base, controlling management of these materials from receipt to disposal.

(10) Researches, formulates, and implements workplace air sampling strategy; performs air sampling surveys and evaluates results.

(11) Serves as the program manager that ensures installation compliance with OSHA confined space standards.

(12) Reviews and provides input to the installation Environmental Engineer regarding federal and state environmental permit applications.

(13) Conducts noise surveys before commencement of new operations or work processes, when notified that operations/processes have changes, or on a periodic basis.

(14) Directs the base Respiratory Protection Program (RPP) in accordance with AFOSH Standard 48-137, Respiratory Protection Program based on air sampling results and expert professional judgment.

(15) Manages the base drinking water surveillance program, ensuring full compliance with all aspects of the EPA Safe Drinking Water Act (SDWA).

Qualifications

DESCRIPTION OF WORK:

This series includes all classes of positions the duties of which are to advise on, administer, supervise, manage, or perform professional and scientific work in industrial hygiene, including the identification and evaluation of conditions affecting the health and efficiency of employees, or the citizens of the adjacent community, the formulation and recommendation of measures to eliminate or control occupational health hazards, and the promotion of occupational health programs for instructing and motivating managers and employees in the prevention as well as correction of potential health hazards.

MINIMUM REQUIREMENTS:

1. Degree: industrial hygiene; or a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. Courses in the history or teaching of chemistry are not acceptable. (Must provide transcripts with application.)

2. Combination of education and experience -- at least 12 semester hours of course work in chemistry, including organic chemistry, and 18 additional semester hours as specified in A above, plus appropriate experience or additional education. (Must provide transcripts with application.)

Evaluation of Education: All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelors degree in science or engineering at an accredited college or university.

Evaluation of Experience: Qualifying experience may have been obtained in field, laboratory, engineering, or other environment if the work provided a means of obtaining a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

SPECIALIZED EXPERIENCE:

Must possess at least one year experience equivalent to GS-10

NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide begin and end dates (MM/YY - MM/YY) with description of your specialized experience.

Must possess AFSC 4B051 or 4B071, Bioenvironmental Engineering to be considered.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

None

EMPLOYMENT CONDITIONS:

 

-    Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).

-    The Selected applicant must complete an œI-9, Employment Verification" and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.

-    Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these military incentives.

-    Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).

-    Relocation expenses will not be paid by the Government unless noted in the Announcement.

-    Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.

-    Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
