Duties

Summary of Duties: 1. Develops and provides technical loadmaster upgrade and proficiency training/instruction to aircrew members. Develops and provides instruction techniques used for various Mission Specific Duties such as: Combat Aircrew Training, Tactical and Airdrop, Mobile Aerial Port, Air Rescue and Recovery, Special Operations, Night Vision Goggle (NVG) Operations, Drop Zone Control Officer (DZCO), Banner Support Missions, Airdrop of nonstandard/test loads, Functional Check Flights, Aeromedical Evacuation, Emergency Airlift of Personnel, Test Certification, Combat Offload, Special Operations, Pyrotechnics Manual Launch Procedures, Space Container Modification, Modular Airborne Fire Fighting Systems, and Aerial Spraying. Explains and demonstrates the proper method of executing assigned duties during flight. 2. Accomplishes all requirements involved in mission planning and coordination. Completes various administrative tasks. Determines numbers of aircraft and loading crews/vehicles needed to support proposed missions. Determines whether additional airlift support requests can be accommodated. Joint Airborne/Airlift Transportability Training (JA/ATTS): Coordinates and identifies user needs for joint service and multinational training missions; attends preplanning meetings, on site surveys with other Services personnel to determine aircraft requirements and procedures to be employed during joint exercises. 3. Accomplishes a wide variety of preflight, in flight and post flight duties required by the nature of the aircraft assigned and the aircrafts specialized mission. Plans and prepares complex load plans. Advise maintenance personnel of any items requiring corrective action. Assist other crewmembers in aircraft ground refueling operations 4. Develops evacuation procedures for aircrew and passengers. Briefs passengers on in flight and emergency procedures and demonstrates the use of emergency equipment. Performs post-flight inspection on aircraft systems and supervises passenger and cargo offloading. Represents the aircraft commander during customs, immigration, agricultural inspections. 5. Administers no notice, pyramid and annual evaluations. Evaluates aircrew members performance during all phases of flying mission execution. Reviews aircraft incidents, airdrop malfunctions and incidents, operational hazards, and accident reports, bulletins, and directives pertinent to flying safety.

Performs other duties as assigned.

Qualifications

MINIMUM EXPERIENCE: Experience in functions such as preparing aircraft loading plans, loading and offloading aircraft, operating loading equipment, and ensuring security of cargo in flight.

SPECIALIZED QUALIFICATION REQUIREMENTS: Must have 24 months experience performing in-flight weight and balance computations; cargo load planning and security; directing cargo or personnel loading and off-loading operations; providing for passenger needs and safety; and providing initial qualification, continuation training and/or upgrade/specialized training to aircraft loadmaster trainees.

PLACEMENT FACTORS: Applicants should demonstrate through prior experience, education and training the following: (1) The incumbent must maintain a high degree of knowledge in the special equipment, systems, and unit aircraft required for assigned missions. (2) Position requires a thorough knowledge of the theory of restraint and capability to apply to a wide variety of non-standard situations. Position requires an expert knowledge of the types, capacities, and configuration of transport aircraft; airdrop techniques; weight and balance factors; mathematics (algebra, geometry, and calculus). (3) Position requires an expert knowledge of U.S. and international rules for hazardous cargo transport; emergency equipment and oxygen; communications; current flying directives; interpretation of diagrams, loading plans, and applicable technical publications; border agency clearance requirements and forms; cargo restraint techniques, principles of preserving and dispensing food aboard aircraft; and an expert knowledge of egress and survival procedures. (4) The incumbent must maintain instructor qualification and demonstrate the highest degree of technical competency in the theory of weight and balance, aerial delivery, and aircraft systems operation. (5) Must remain proficient in the principles of instruction and demonstrate good judgment, patience, tact, and a desire to instruct. Other Information

This position with the Arkansas National Guard is a Title 32 USC 709 position, not Title 5, and as such has different Reduction In Force (RIF) criteria, certain grade and promotion limitations, and no Veterans Preference.  Direct Deposit/Electronic Funds Transfer of Civilian Pay is required as a condition of employment/promotion/reassignment.  Initial in-processing of new employees will include enrollment procedures.  Permanent Change of Station (PCS) is not authorized.
