Job Description

Duties

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required for this position: A copy of the complete position description is available in the Human Resources Office.

Exercises supervisory personnel management responsibilities. Plans, organizes, and oversees the activities of the operations section of a CPT squadron, to include both CPT and/or ICS defense operators, as well as operations staff in charge of training, weapons and tactics, planning, and scheduling. Reviews incoming tasking orders, plans, or requests for forces and prepares summaries for review. Performs other duties as assigned.

Qualifications

GENERALIZED EXPERIENCE:

12 months of Cyberspace program supervisory experiences. Competent in performing the full-range of supervisory duties in regard to subordinates and managing personnel responsibilities. Skilled in advising, coaching, mentoring, and counseling employees to ensure understanding of the Air National Guard personnel programs, policies, to include senior management procedures and directives. Experienced in conducting interviews and selecting candidates for initial hires, reassignments, promotions, or formal details. Must have experiences and competence in regard to identifying Dual Status technician positions Series qualification and/or certification requirements, training development, and compatible military skills. The supervisory experiences involved leading, planning, and scheduling program work in a manner that promoted smooth flow and even distribution of assigned work requirements. Experiences included training and guiding employees on cyberspace programs and assigning tasks. Supervisory experiences involved balancing mission program work requirements, aligning program policies, and providing advice, mentoring, and a wide-variety of directions. Experienced on coaching and counseling employees on behaviors and/or performance issues. Experienced in structuring assignments that created effective and efficient procedures with measured and improved task processes. Must have demonstrated experiences and/or endorsements on employee mentorship competencies that improved working relationships and improved employees performance. Supervisory experiences provided employees with improved training applications and completion of career development certifications and continuing education course programs. Supervisory experiences involved planning work requirements and assigning work to subordinates.

SPECIALIZED EXPERIENCE:

Applicant must indicate 36 months of specialized experience providing supervision of all operational training, events, exercises, assessments and projects performed while in Title 32 status, and overseeing the management of all Cyber Protection Team (CPT) and/or Industrial Control System (ICS) defense mission equipment and tools. Able to perform, manage, supervise, lead, mentor, and/or train the following information Technology Management and Cyberspace Program requirements: Communications Security Management, Compliance,  Computer Network Defense, Configuration Management, Encryption, Enterprise Architecture, Identify Management, Information Assurance, Information Resources Strategy, Information Systems Security Certification, Information, Systems and Network Security, Operating Systems, Security and Technology, Operating Systems, Security and Technology Awareness.

KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.

-Knowledge of cyberspace operations certification and qualification requirements to ensure cyberspace operators are fully prepared for mission requirements.
-Knowledge of the unit mission, objectives, terminology, and management practices.
-Knowledge of and skill in applying a wide range of information technology methods, information protection techniques and procedures. This includes military and Commercial Off-The-Shelf (COTS) technology using industry standards and an ability to understand the capabilities and limitations of software, utility programs, network management systems and programming.
-Knowledge of, and skill in applying systems documentation, configuration, management, database administration, and capabilities related to automated information systems, client server applications, testing, and integration is required.
-Knowledge of, and skill in applying applicable policies, standards, directives, and operations manuals to perform systems analysis, evaluate approaches, offer advice, define alternative approaches, and coordinate requirements regarding the merits of proposed applications and design changes.
-Knowledge of core disciplines of Cyberspace Operations sufficient to develop and administer testing of unit personnel to ensure compliance with applicable directives.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicants record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

SPECIAL NOTE:  Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.

PCS STATEMENT:  PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION.

An undergraduate degree from an accredited college/university is mandatory. The degree must be in Computer and Information Sciences and Support Services with desired courses in Computer Engineering; Engineering Physics/Applied Physics; Industrial Engineering; Electromechanical Engineering; Electrical, Electronics and Communications; Computer Technology/Computer Systems Technology; Cyber/Electronics Operations and Warfare; Mathematics and Computer Science; Accounting and Computer Science; Computational Science; and Management Information Systems; or Mathematics. A graduate degree in Computer and Information Sciences and Support Services is optimum.
