Job Description

Duties

(1) Manages and provides guidance to Wing/Base on Enterprise Information Management (EIM). This encompasses a combination of functions and business processes for leveraging information management techniques, accountability, and policies. This includes planning, manipulating, and controlling information across the Global Information Grid throughout its life cycle to enhance aerospace operations.

(2) Manages the Wing/Base Electronic Records Management (ERM) and Records Life Cycle Program for supported organization according to Air Force directives using automated management systems, instruction, and garner guidance from higher headquarters. Administers electronic records structure, permission and storage. Prepares, review, and provides direction and guidance in support of ERM requirements. Serves as a consultant to all Wing/Base Functional Area Records Managers for retention and disposal of records. Conducts staff assistance visits to Functional Area Record Managers (FARM)s and their assigned areas. Makes recommendations for changes to the records disposition schedules and procedures. Ensure Wing/Base compliance with Federal and agency standards and policies. Establishes and manages a records staging area for the base.

(3) Serves as Wing/Base Webmaster for all internet and intranet pages, including SharePoint, the AF Portal and Communities of Practice (CoPs). Manages, coordinates and implement local and higher headquarters policies and regulator statues concerning content, format and maintenance of Web pages.

(4) Develop and maintain the Wing/Base Content Management Program. Central point of contact (POC) for all matters concerning official correspondence to include developing, implementing, organizing and directing policies, programs, and procedures for appropriate correspondence preparation, routing, and transmission. Acts as Wing/Base Organizational Accounts Representative (OAR). Directs all matters concerning Wing/Base publications and forms in both paper and electronic media for the Wing/Base organization. Performs analysis of all Wing/Base publications and forms, including those of subordinate units. Prepares and maintains publications and forms to include both paper and electronic media IAW current directives, to include design, creation, maintenance, coordination, approval, publication and enduring life cycle. Ensures publications and forms are issued in the appropriate publication series, media and format in accordance with prescribing government directives. Coordinates with OPR to ensure wing/Base publications and forms do not duplicate or conflict with higher headquarters issuance.

(5) Manages Wing/Base Freedom of Information Act (FOIA) and Privacy Act (PA) Programs. Provides guidance and training concerning information privacy, confidentiality, security disclosure and sharing of information collected regardless of media. Reviews and evaluates all information requests subject to the FOIA or Privacy Act. Coordinates the release or denials of information with the Judge Advocates Office, Public Affairs and other agencies. Ensures compliance with statutory time limits. Provides FOIA reports as required. Coordinates extension of time limits for processing requests.

Qualifications

QUALIFICATION REQUIREMENTS: To be qualifying, experience must have been progressively responsible with increasingly difficult and complex duties. Experience must have been at the next lower or second lower grade or its non-federal equivalent.

*CREDITING EXPERIENCE: NATIONAL GUARD SERVICE MAY BE CREDITED AS FULL-TIME EXPERIENCE WHEN EVALUATED AGAINST THE QUALIFICATION REQUIREMENTS FOR A MILITARY TECHNICIAN POSITION. EXPERIENCE MUST BE DIRECTLY RELATED TO THE POSITOIN AND MUST BE DESCRIBED IN THE WORK EXPERIENCE SECTION OF THE APPLICATION AND/OR RESUME. THE LEVEL OF EXPERIENCE IS DETERMINED BY THE ACTUAL DUTIES AND RESPONSIBILITIES PERFORMED. BE DESCRIPTIVE, A SIMPLE LIST OF JOB TITLES AND DATES WILL NOT SUFFICE.

GENERAL EXPERIENCE: Experience, education or training that has provided a general knowledge of principles, or organization, management, and administration. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:  GS-9 must have at least 24 months specialized experience, education, or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Applicants must have experience providing technical guidance and assistance in the type of work or incomparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. GS-7 must have at least 12 months of specialized experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to person contacts to convey information. Applicants must have progressively responsible experience which demonstrates the ability to provide technical guidance and assistance tin the type of work or in comparable work of the position to be filled. Experience interpreting regulation, policies or law and providing guidance.

NOTE:  REGARDING QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignment must be followed. The applicants record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. 

Substitution of Education for Specialized Experience:  There is no substitution of education for this position.

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

MILITARY GRADES:  Maximum Military Grade E7; Minimum Military Grade E4; Military grade inversion within the full time work force is not permitted.  The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised. NOTE: Over-grade applicants will be considered, but will be required to reduce in rank prior to appointment. 

Compatible Military Assignments: Enlisted - 3D0X1; Applicants will review the qualifications for the award of the AFSC(s) in the Air Force Enlisted Classification Directory (AFECD). Failure to review these qualifications may result in the applicant not being eligible for the position. Selectee has 1 year to become qualified in a compatible military assignment.

Individual does not have to be currently assigned to one of these career fields to be considered for this position; however compatibility requirements must be met prior to appointment to the position.
