Job Description

Duties

Performs a variety of tasks in support of budget, cost analysis, and financial analysis studies and projects to develop analytical, judgment, procedural and technical skills.  Compiles pertinent factual financial and operational data from records, historical files, and related reports for use by higher level financial management personnel.  Reviews data for consistency and relevance to the situation being studied.  Performs developmental assignments providing  experience in extracting and organizing data, and performing cyclic management review and analysis of program data to highlight trends, accomplishments, deficiencies and other desired indicators. Documents program data in chart and graph form for presentation.

Performs a variety of tasks to support budget formulation.  Receives formal and on-the-job instruction and training designed to familiarize the employee with functions and operations of the organization, and to provide experience in the practical application of basic financial management activities.  Assignments consist of assisting a higher grade financial specialist in conducting resource studies and coordinating the submission of budget estimates of the organization budget or a total budget for one or more funds.  Learns and applies methods for determining appropriate appropriation account, object class, and line item code and techniques for reviewing estimates.

Performs basic tasks involving budget execution.  Compiles resource data from various financial management reports. Following specific directions of higher grade specialist or supervisor, determines method of financial management  to be used to track funds distribution, reconcile commitments/obligations and reallocate organizational fund.  Assists in monitoring and reviewing obligations, expenditures, reimbursable orders, requests for allotments, costs, etc.   Participates in the preparation of a variety of management reports covering the status of funds, expenses, obligations, and projecting use of available resources.  Gathers, extracts, and compiles data for use in recurring and nonrecurring report formats and routinely provides status updates.  Verifies, enters, and adjusts budgetary data in a variety of forms, schedules, and reports.  Participates in  year-end closing to ensure proper and full use of provided funds.

Performs tasks in support of cost analyses.  Programs being analyzed by higher graded financial management personnel are relatively stable throughout the year.  By performing supporting tasks, develops experience in cost comparison/benefit studies and in developing lifecycle cost analyses of projects.  Extracts, organizes, and performs statistical and quantitative analyses of program data to highlight trends, accomplishments, deficiencies, and other desired indicators.  Assists in preparation of economic analyses of operating systems.

Uses automated financial management system(s) and computer-generated products in accomplishing financial management assignments.

Qualifications

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at least the GS-05 grade level. Specialized experience is defined as knowledge of  cost estimating methods and techniques.   Ability to collect, organize, and analyze financial data.  Ability to perform research to identify cost schedules and performance data.   Ability to work accurately with figures.   Ability to communicate orally, and in writing.

FEDERAL TIME-IN-GRADE (TIG)Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-07 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

RECRUITMENT KNOWLEDGES, SKILLS, ANDABILITIES (KSA)

1.  Knowledge of well established laws, regulations, policies, precedents, methods and techniques applicable to common budgeting, cost analysis, and financial analysis work.

2.  Knowledge of commonly used budget formulation and execution practices, procedures, and guidelines.

3.  Knowledge of management theories, principles, concepts and practices; and life cycle management policies, procedures, and practices.

4.  Knowledge of the methods and techniques of research inquiry and cost.

5.  Knowledge of methods and practices used in research and analysis of data and the practical application of IT in doing such work.

6.  Ability to communicate orally and in writing.

FOREIGN EDUCATION

 

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.  It is your responsibility to provide such evidence when applying.

 

Veterans unable to apply within two years of receiving their degree, due to military service obligation, have six years after degree completion to apply.

 

ADDITIONAL CONDITIONS OF EMPLOYMENT:

Area of Consideration (Employment Location and Date)-This program requires a monthly reporting date to a  location that MAY NOT be in your current area and you MUST report based on the date that is identified in the assessment to be given consideration.

CONDITIONS OF EMPLOYMENT:

1. Mobility - you may be required to relocate during or after completion of your training.

2. Successful completion of all training and regulatory requirements as identified in the applicable training plan.

3. Must be able to obtain and maintain a security clearance.

4. May be required to travel by military and/or civilian aircraft in the performance of official duties.

5. The incumbent of this position must meet all requirements of Emergency-Essential (E-E) positions and a pre-employment physical examination is required.

Positions filled under General Schedule (GS) at entry level. Early promotion or re-promotions will not be granted.  During the three-year training program, there will be annual promotion opportunities based upon meeting time-in-grade requirements, successful performance, and supervisory approval at each grade level.  You will be eligible for noncompetitive promotion to the intervening and target grades dependent on satisfactory performance, successful completion of a full year of training at each lower grade level, and supervisory approval.
