Duties

THIS IS A PERMANENT POSITION
This position is located at an Air National Guard Combat Communications Group Headquarters or in the Base Systems Flight of a Combat Communications Squadron. The purpose of this position is to serve as the unit Information Assurance Specialist during day-to-day in-garrison planning and execution of information assurance and to serve as planner for deployed operations requiring the same. The incumbent administers the communication-computer security and awareness training programs. 

 Subject to Night and/or Rotating Shifts

Qualifications

GENERAL: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process; Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

IT Specialist (INFOSEC), GS-2210-07 (Trainee): Must have at least 12 months experience, education, or training in translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes, and synthesizing the resulting data into charts showing information flow.

IT Specialist (INFOSEC), GS-2210-09 (Trainee): Must have at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system; Experience planning the sequence of actions necessary to accomplish the assignment; Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. 

IT Specialist (INFOSEC), GS-2210-11: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; Experience that required adaptations of guidelines or precedents to meet the needs of the assignment; Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. 

TRAINEE POSITION: Applicants not meeting full qualifications for the GS-11 position indicated above may be considered for GS-07/09 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated.   If appointed as trainee, the selectee may be non-competitively promoted to GS-11 upon meeting full qualifications and recommendations of supervisor.

KNOWLEDGE, SKILLS, AND ABILITIES: The following knowledges, skills, and abilities will be used by the selecting officials to determine the best qualified applicants from which selection will be made: 

1. Knowledge of a wide range of communications and computer techniques, requirements, methods, sources, and procedures.

2. Knowledge of system software and systems development life cycles including systems documentation, design development, configuration management, cost analysis, data administration, systems integration, and testing. 

3. Skill sufficient to develop and evaluate program documentation to include: mission need statements, operational requirements documents and support plans, specifications, proposals, and plans for systems operational test and evaluation of communications and information security systems. 

4. Ability to provide technical leadership on projects that require group efforts.

5. Skill in oral and written communication to prepare and present reports, interpret policies and guidelines, provide advice and guidance to customers, and represent the organization in interactions with other organizations. 

6. Knowledge of information assurance training program, training materials, and sources. 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.


**Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance.**

*CREDITING EXPERIENCE:  NATIONAL GUARD SERVICE MAY BE CREDITED AS FULL-TIME EXPERIENCE WHEN EVALUATED AGAINST THE QUALIFICATION REQUIREMENTS FOR A MILITARY TECHNICIAN POSITION.  EXPERIENCE MUST BE DIRECTLY RELATED TO THE POSITION AND MUST BE DESCRIBED IN THE WORK EXPERIENCE SECTION OF THE APPLICATION AND/OR résumé. THE LEVEL OF EXPERIENCE IS DETERMINED BY THE ACTUAL DUTIES AND RESPONSIBILITIES PERFORMED.  BE DESCRIPTIVE, A SIMPLE LIST OF JOB TITLES AND DATES WILL NOT SUFFICE. 

Conditions of Employment:

Must maintain appropriate level of security clearance.

Must wear appropriate military uniform including required grooming standards.

Must maintain a compatible military unit, grade and job assignment as required by current directives.
