Job Description

Duties

GS-0189-02: 

The purpose of these positions is to serve as a lifeguard and perform other related swimming facility duties. Incumbent will monitor activities within assigned swimming areas, maintain order and enforce established rules of safety and behavior. Rescues and resuscitates individuals in danger of drowning and renders first aid to injuries. Assists in cleaning and maintaining the swimming facility. Checks pool water chemistry according to established schedules and instructions (e.g., temperature, chlorine, pH, etc.) Performs gate control duties, collecting admission fees, makes change and completes appropriate forms. Assists water safety instructor in conducting swimming lessons.

GS-0189-03:

The purpose of these positions is to serve as a lead lifeguard over three or more lifeguards. Distributes and balances workload in accordance to established instructions. Maintains records of work accomplishment as required by program procedures. Gives on-the-job training to new employees. Checks on work in progress and reviews completed work to ensure that procedures, methods, and deadlines have been met. Incumbent will monitor activities within assigned swimming areas, maintain order and enforce established rules of behavior. Rescues and resuscitates individuals in danger of drowning and renders first aid to injuries. Assists in cleaning and maintaining the swimming facility. Checks pool water chemistry according to established schedules and instructions (e.g., temperature, chlorine, pH, etc.) Performs gate duties, collecting admission fees, makes changes and completes appropriate forms. Assists water safety instructor in conducting swimming lessons.

GS-0189-06:

The purpose of these positions is to plan, direct and maintain a diverse and active seasonal aquatics program while ensuring the overall well-being of pool patrons. Plans, organizes, and directs the activities of the Outdoor Recreation "Aquatics" function, ensuring that the base swimming pools activity complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities such as advising and providing counsel to employees regarding policies, procedures, and directives of management. Represents the aquatics function of the Outdoor Recreation section with a variety of installation and functional area organizations. Prepares budgets, tracks and analyzes expenditures and ensures accounting of all funds and assets.

Qualifications

GS-0189-02 

Candidates must have three months of general experience (i.e. the type of work that demonstrates the applicants ability to perform the work of the position or that provided a familiarity with the subject matter.) 

-OR- 

Be a high school graduate or equivalent (i.e., GED) 

The description of your work experience in your application (resume or other acceptable written format) must demonstrate that you have gained and currently possess the knowledge of water safety, CPR, basic First Aid as would be learned in an approved course leading to certification.

GS-0189-03 

Candidates must have six months of general experience (i.e., the type of work that demonstrates the applicants ability to perform the work of the position or that provided a familiarity with the subject matter.) 

-OR- 

The successful completion of one year of study above high school in an accredited school, college, or university. (One year of full-time undergraduate study is defined as 30 semester hours.)

GS-0189-06 

Candidates must have one year of specialized experience equivalent Federal Service at the GS-05 level (or equivalent grade level, pay schedule, pay band, etc.) or higher serving as a first level supervisor of all lifeguards, providing, planning, directing, organizing, and exercising control over non-supervisory employees.

The DETAILED description of your work experience in your personal resume, or other acceptable written format, must clearly demonstrate that you have gained and currently possess the following knowledge, skill, and abilities to satisfactorily perform the duties of the position being filled: 

1.) Knowledge of standard water safety and lifesaving techniques. 

2.) Knowledge of and skill in CPR and basic First Aid. 

3.) Ability to communicate orally to provide information to swimmers (e.g. rules, pool safety and gate procedures). 

4.) Knowledge of and ability to perform pool maintenance and inspection for cleanliness and safety. 

5.) Ability to lead subordinates, distribute workload and tracks their work progress. 

6.) Knowledge of resource management policies and principles sufficient to develop, coordinate and management.

OTHER SIGNIFICANT FACTS

1.) This is a drug testing designated position.  The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

2.) Appointment is contingent upon passing a physical examination.

3.) Incumbent may be required to obtain and maintain appropriate background investigation or security clearance

4.) This position has been identified as having "regular contact with children". In accordance with Public Law 101-647 Section 231, and Public Law 102-190, Section 1094. A FBI fingerprinting and State Criminal History Repository (SCHR) check will be completed on any person selected for this position.  

REQUIREMENTS BY EOD:

Must have current certificates in: 

American Red Cross Lifeguard Training 

Cardiopulmonary Resuscitation for Professional Rescuer (CPR/PR) 

Basic First Aid (if not included in the Lifeguard Training certification) 

Water Safety Instruction (WSI) (GS-06 level only)

Physical Demands: Must be able to lift and carry 45 pounds and over. Much of the time is spend sitting, standing or walking; however, bending, lifting, pushing, pulling, kneeling, or reaching is required. May be required to work other than normal duty hours such as evenings, weekend and/or holidays.

Environmental Factors: Work is performed indoors and outdoors. It involves long periods of exposure to summer sun and chlorinated water.
