Duties

Manages, plans, organizes, controls, and directs the communications activities for the Wing and Base to ensure mission accomplishment and optimum use of resources. Sets policy, directs and monitors support and related programs including planning and programming, funds distribution and management, economic analysis assistance, budget administration, material management, and related activities. Establishes, advises, and consults on production and quality requirements, mission objectives, equipment requirements and other logistics needs, to ensure requirements satisfy the respective mission sets and obligations. Plans and institutes communications fiscal policies to implement federal law, higher level directives, and to provide optimum support to subordinate organizations. Coordinates communications activities and projects with other concerned agencies and organizations. Coordinates with support organizations to assure an integrated approach to solution of problems. Ensures formulation of comprehensive training plans for each function and specialty within the C4 and logistics activity. Monitors and controls the daily expenditure for material and manpower resources in accomplishment of peacetime and wartime mission goals. Identifies resource shortages or projected shortages. Develops an IT acquisition process, which satisfies the provisions of the Information Technology Management Reform Act (ITMRA) while incorporating the Air Force Corporate Process and the DOD Acquisition structure. Ensures all support agreements and Memorandums of Understanding (MOUs), are appropriately coordinated and approved. Service Level Agreements with enterprise domain entities will be reviewed for local customer impact. Works under the broad and general direction of the Mission Support Officer. Exercises full authority and statutory responsibility for management of assigned program areas. Prepares and maintains files and publications in accordance with current directives to include both paper and electronic media. Coordinates with higher headquarters (HHQ) elements, Program Management Offices, Specific System/Hardware Support Elements, original equipment manufacturer (OEM) vendors and vendor contracted support facilities for issue resolution. Responsible for safety conditions, procedures, and work practices employed within the community. Provides input to and coordinate on relevant support agreements that require section support to make sure they correctly identify products and services needed. Maintains knowledge of emerging technologies, reviews technical periodicals, publications, commercial standards, and attends seminars. Adheres to management control plan requirements by conducting self inspection and staff assistance visits. Resolves identified discrepancies. Performs other duties as assigned.

Qualifications

General Experience:
Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

Specialized Experience:
GS-13 level must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities, and other characteristics). NOTE: You do not have to respond to the KSAs separately but your resume should contain sufficient information to demonstrate possession of the KSAs.

-- Knowledge of principles and standard practices of management in each of the following areas: Air Force and Air National Guard A-6 Cyber and Communications long range plans and programs, military and federal human resources, and military finance (Installation Spend Plan Budgets.)

-- Knowledge and experience as a direct supervisor and in leading people to include: mentoring, EEO requirements and team building.

-- Ability to communicate effectively both orally and in writing; practice in the art of public speaking; capable of leading staffing processes, data analysis and producing recommendations and alternatives for senior leadership.

-- Knowledge and experience in Cyber and Communications-Electronics fields including: engineering communications systems, developing training plans and programs, developing exercise and operational plans, monitoring equipment readiness, assuring communications security and managing equipment maintenance.

-- Knowledge of the policies and administrative requirements pertaining to the technician personnel program.

-- Manages Communications Security (COMSEC) programs, knowledge operations, and computer network reliability and availability in an Air Force Total Force Integration (TFI) military environment to support unique mission requirements by providing secure satellite, radio, telephone, and computer capabilities for specified tasking.

-- Ability to successfully lead full-time employees responsible to organize, train, equip, deploy, and deliver communications and cyber capabilities. Directs development, maintenance, and security procedures to manage a Metropolitan Area network with 4,600 clients.

Education Requirements:
High School Diploma or GED.

-Applicants need not be assigned to the position or possess the AFSC to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain AFSC within 1 year of appointment action.

Other Information

  1. Males born after December 31, 1959, must be registered with the Selective Service Systems to be employed by the Federal Government.
  2. Military Technicians are ineligible for enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these incentives.
  3. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
  4. Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709 (f).
  5. All new technicians are subject to a one year trial/probationary period IAW 32 USC 709.

*Baseline physical*

An employment physical may be required within 90 days of employment per OSHA regulation and NGB. This physical will be used to determine fitness and eligibility for continued employment.
