Duties

This primary purpose of this position is to provide technical expertise in the areas of design and security of the network infrastructure linking computer systems.  Serves as the 96 Range Control Squadron lead technical authority and team leader in the areas of securing the network infrastructure and network encryption hardware and software.

Major Duties

·Serves as a project manager with the responsibility for monitoring the overall financial, scheduling, testing and performance evaluation of secure networked infrastructure systems, subsystems, equipment and software.

·Senior project engineer, performing advanced systems engineering and hardware/software design for equipment used to provide a secure data network infrastructure by applying state-of-the-art technologies.

·Serves as a senior engineer assigned project manager responsibility for the support of secured networked computing systems and subsystems.

·Serves as a senior engineer assigned project manager responsibility for coordinating, directing and executing major research and development efforts.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. 

Basic Qualification Requirements for the Computer Engineer, GS-854, You must meet either A or B below:

A. Degree:   Have a Bachelors Degree in professional engineering from a curriculum (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineer curriculum; or (2) include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Education/Experience:   Have a combination of education and experience--college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences, and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional Registration.  Have current registration as a professional engineer.

2. Written Test.  Have evidence of successfully passing the written test required for professional registration or have successfully passed the Engineer-in-Training (EIT) examination and have completed all the requirements for either (a) a Bachelors Degree in Engineering Technology (BET) from an accredited college or university that included 60 semester or 90 quarter hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by ABET.

3. Specified Academic Courses.  Have successfully completed at least 60 semester or 90 quarter hours of courses in the Physical, Mathematical, and Engineering sciences and in Engineering that included the courses specified in "A" above.

4. Related Curriculum. Have successfully completed a curriculum leading to a Bachelors Degree in Engineering Technology or in an appropriate professional (e.g., Physics, Chemistry, Architecture, Computer Science, Mathematics, Hydrology or Geology) and have 1 year of Professional Engineering experience under the guidance and supervision of a Professional Engineer. Ordinarily, there should be either an established plan of intensive training to develop Professional Engineering competence, or several years of prior Professional Engineering type experience. 

ADDITIONAL QUALIFICATION REQUIREMENT (SPECIALIZED EXPERIENCE).

Subsequent to meeting the basic qualifications above, you must have at least 1 year of specialized experience providing technical direction, advice, and guidance and performs final technical reviews on all aspects of secure networked computer systems. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to independently perform the duties of this position, which include knowledge applying engineering principles to accomplish assigned workload using computer systems.  It may have been gained in the private sector, volunteer service, military service and/or government service, etc.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

·Extensive knowledge of complex systems operations systems architecture design practice and methodology to respond to operational mission requirements.

· Skill and ability to organize prioritize, analyze, interpret and evaluate computer engineering projects, complex problems and prediction of results.  Ability through study to keep abreast of computer IT state knowledge and engineering technology and to utilize such knowledge in the solution of theoretical or complex engineering problems.

·Ability to plan and execute complex, multi-faceted projects

·Ability to originate new ideas, projects, studies and methodologies

      PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

      VOLUNTEER WORK EXPERIENCE:  Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).  Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

      FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.  It is your responsibility to provide such evidence when applying.

      ADDITIONAL CONDITIONS OF EMPLOYMENT:

       

      • Work is principally sedentary, although there may be some walking or bending involved in activities such as inspections of installed equipment or construction site visits.
      • Work is usually performed in an office setting, although there may be occasional exposure to conditions in buildings under construction or in contractor plants.

      Must obtain and maintain a Top secret clearance.

      • Requires occasionally travel away from the normal duty station.
      • Must be willing and able to travel on military and commercial aircraft.
      • Required to work other than normal duty hours which may include evenings, weekends, and or holidays.
      • Required to work overtime on an emergency basis.
