Duties

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Provides continuing position classification services to support organizations which are composed of positions performing work of a mental and judgmental nature such as that typical of professional, scientific, administrative and technical fields.
  • Applies classification standards and supplemental guidance to determine title, series and grade
  • Applies a thorough and comprehensive understanding of classification principles and concepts to interpret and adapt classification guides to secure sound decisions on positions for which the guides are only partially applicable and few precedents exist.
  • Conducts on-site or telephonic audits, prepares written evaluation statements as required by National Guard Bureau policy, and processes individual actions.
  • Provides technical advice to assist managers and supervisors.
  • Provides advice and assistance with classification appeal procedures, and assures that appeal packages comply with NGB/DOD/OPM requirements.
  • Assists with planning and implementing reorganizations that frequently involve major mission changes or sweeping realignment of positions and personnel.
  • Advises on organization structures, classification changes position/employee impact and related actions to assure regulatory compliance prior to implementing new structures.
  • Applies comprehensive knowledge of classification and position management concepts, thorough understanding of assigned organizations, sound working knowledge of other personnel fields, and broad human resources management knowledge to identify and analyze problems, investigate and determine possible solutions, and prepare and/or present recommendations from a comprehensive management standpoint.
  •  Conducts position management and classification studies and surveys following established procedures to schedule, report and present results and recommendations.
  •  Researches organization and position structures, conducts on-site or telephonic audits, and completes studies for reorganizations, application of new classification standards, consistency reviews, and other surveys for program review.
  • Leads or participates in a variety of classification programs including, Environmental Differential Pay (EDP), Hazard Pay, Locality Wage Survey, draft classification standards, competitive level descriptions, and various initiatives.
  • Inputs and retrieves data from DCPDS, assures accuracy of organization and position data, and initiates corrective action when necessary.
  • Coordinates program requirements with management and other personnel as necessary.
  • Performs other duties as assigned.

Qualifications

General Experience:   Applicant must have experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management.  Experience using computer and automation systems.

Specialized Experience GS-11: Applicant must have at least 36 months specialized experience involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.  Experience assisting in the development of Human Resources policies and procedures.  Experience advising management on Human Resources principles and practices.

Specialized Experience GS-12:  Applicant must have at least 36 months specialized experience involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.  Experience assisting in the development of Human Resources policies and procedures.  Experience advising management on Human Resources principles and practices.

Knowledge, Skills and Abilities (KSAs):  Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • Knowledge of a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory/technical services on substantive organizational functions and work practices.
  • Knowledge of the analytical, diagnostic, and qualitative/quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex, interrelated HR problems and issues.
  • Knowledge of techniques for developing new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients.
  • Knowledge of a wide range of HR case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations and interpret/analyze precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered.
  • Knowledge of negotiation procedures and conflict resolution techniques sufficient for problem solving, advising management, and interacting (when required) with individuals in delicate/highly contested case matters and determinations.
  • Ability to communicate both orally and in writing sufficient for problem solving, advising management, and interacting (when required) with individuals in delicate/highly contested case matters and determinations.

Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

National Guard Compatibility: Once an applicant is selected and prior to being placed in the technician Human Resources Specialist (Classification) position, the selectee must be assigned to any unit in the Georgia Air National Guard as an Enlistedmember in AFSC: 38PX, 3S000, 3S0X1 or 3S2X1. Rank inversion is strictly prohibited.

Wear of the Air Force uniform as prescribed by AFR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
