Job Description

Duties

  • Accurately gathers and complies data statistical reports for both internal and external uses, preparing, and disseminating reports within established timeframes. Proactively diagnoses opportunities and threats that impact mission notifying proper authorities, and taking responsible action. Actively participates in staff/flight and effectively promotes ideas, concerns, and issues that impact section operation/visibility. Plans and directs the activities of a records section, including clinical records coding and completion transcription, and the Tumor Registry.
  • Provides expertise in technical and administrative areas of record management, quality assurance and advisor for various committees, functions and professional meetings.
  • Provides education, training, and consultation of current practice outpatient clinical coding techniques to medical professionals, health service managers, and third party billers.

Qualifications

SPECIALIZED EXPERIENCE:

GS-07: At least one (1) year of specialized experience at the next lower grade (GS-05) or equivalent in the Federal service which includes managing, advising on, preserving, analyzing, and supervising the use of diagnostic and therapeutic medical records; develop medical records policies and procedures and provide advice on the use of medical records.

GS-09: At least one (1) year of specialized experience at the next lower grade (GS-07) or equivalent in the Federal service which includes knowledge and understanding of recognized reference standards, medical and legal requirements, and regulatory and accrediting agency requirements to perform medical records analysis and evaluate the adequacy of a medical records program; knowledge of automated medical records systems, requirements of the Privacy and Freedom of Information Acts.

GS-10: At least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent in the Federal service which includes knowledge of automated medical records systems along with a knowledge of anatomy and physiology; practical knowledge of medical procedures and diagnosis as related to proper documentation of medical records; knowledge of the functions, responsibilities, and relationships of various areas within the medical records area to assess and correlate data and verify information; provides advice and help to management on medical records requirements and standards.

GS-11: At least one (1) year of specialized experience at the next lower grade (GS-10) or equivalent in the Federal service which includes thorough knowledge of agency and governmental policies, procedures, applicable Federal statutes and legislation governing medical records programs; knowledge of regulatory, licensing, and accrediting agency requirements, and medico-legal responsibilities develop management plans for the records section; knowledge to solve problems covering diverse medical records situations; direct and supervise a medical records staff in the various functional areas of a medical records department; or deal with diverse technical and administrative problems and concerns.

GS-12: At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent in the Federal service which includes management, administrative, or coordination knowledge and skill is required to provide advisory, education and training, or problem-solving services on complex problems, projects, programs, or functions in the area of medical records; comprehensive knowledge of the interrelationships between the medical records management program and other medical care services is used to evaluate and change or adapt establishing methods, making significant departures from previous approaches to solve similar problems, revising procedures to improve or extend information gathering, and testing, changing, or adapting new methods to meet regulatory requirements.

GS-13: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent in the Federal service which includes knowledge to solve problems covering diverse medical situations, direct a medical records staff in various functional areas of the medical records division, plan and manage the medical records program, and develop management plans and design programs to sustain the medical records operations; knowledge and skill in gathering data and analyze data and situations, sufficient knowledge to recommend on or solve complex problems involving different aspects of medical records management, by changing or adapting established methods, making significant departures from previous approaches to solve similar problems, revising procedures to improve information gathering, and adapting new methods to meet regulatory requirements.

GS-14: At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent in the Federal service which includes Mastery level of understanding of standard MHS and VA corporate data sources both direct and purchased care; Medical Expense and Personnel System (MEPRS), Standard Inpatient Data Repository (SIDR), Standard Ambulatory Data Repository (SADR), Comprehensive Ambulatory and Professional Services Record (CAPER) and Air Force Medical Service clinical, business operations, and reimbursement programs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of medical records administration principles, techniques, and practices to establish and monitor a quality assurance program and evaluate the records section.
2. Comprehensive knowledge of regulatory references, legal requirements, The Joint Commission (TJC) standards, Accreditation Association for Ambulatory Health Care (AAAHC) standards, accepted coding protocols, principles and procedures of medical records administration and reimbursement plans; requirements of the Privacy Act, Freedom of Information Act (FOIA), and Health Insurance Portability and Accountability Act (HIPAA) that govern release of medical information, and automated (electronic) medical record systems.
3. Skill in collecting and organizing data for reports and analyzing data for future planning.
4. Skill in identifying and resolving medical records administration issues.
5. Ability to provide advice to administrative, medical, and other staff members on all aspects of medical records activities.
6. Ability to explain the value and provide advice on the use of medical records for medical care, legal, administrative, teaching, and research purposes.
7. Knowledge of Health Care Financing Administration (HCFA) coding and billing regulatory guidelines and policies.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
