Duties

Area of Consideration is limited to current permanent internal Air Force employees with qualifying Contracting experience; all other candidates will be outside the area of consideration.

This assignment is temporary and limited in duration to 36 months.  This vacancy announcement is for two formal career broadening opportunity in the Contracting Career Field.  The organizational location of this position is the Air Force Personnel Center/DP2LA, JBSA Randolph AFB TX

Career Broadening positions are managed by AFPC/DP2Z and are centrally funded.  Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager. Career Broadening also provides training and developmental opportunities at various organizational levels.  These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.  1. Analyzes and evaluates functional requirements, objectives, operating methods and new and proposed regulatory guidelines   2. Advises/counsels managers, supervisors, and employees in all areas of the functional career management program   3. Analyzes and evaluates the force structure to identify training and/or recruitment deficiencies and categories of positions employees to be included in the Civilian Career Management Program  

4. Analyzes, develops, prepares and presents promotional material

Qualifications

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS- 12 grade level or equivalent under other pay systems in the Federal service.

Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: 

Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.  The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1.  Knowledge of the principles, theories, techniques, practices, mission and organizational structure of the specific career program functional field to effectively carry out career management responsibilities.

2. Knowledge of the laws, regulations, principles, and practices of civilian career management.

3.  Knowledge of analytical and evaluative methods to accurately assess information and make sound problem solving decisions.

4.  Ability to provide guidance and counseling to career field employees and managers.

5.  Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work.

6.  Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirement s within available resources and with minimum sacrifice of quality or quantity of work

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.  It is your responsibility to provide such evidence when applying.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

Your latest resume will be used to determine your qualifications. Work may require extensive travel away from normal duty station on military or commercial aircraft.  Defense National Relocation Program is authorized.  PCS costs will be IAW career program policy under this announcement

There are two (2) GS-0301-13 CB position located at the Contracting Career Field Management Team, AFPC, JBSA-Randolph, TX.  This office acts as the liaison between the workforce, AFPC and contracting leadership on matters such as recruiting, hiring, training and retaining the contracting workforce.  In addition to meeting specialized experience and time-in-grade requirements, résumés should reflect progress in meeting the following DT-vectored attributes:  Masters degree, at least a limited warrant (exception for Price/Cost Analysts), APDP level II cert, and demonstrated leadership ability as team lead or supervisor. At least four years time-in-grade and the completion of PME is desired for GS-12 candidates. At least one year time-in-grade and completion of PME is strongly desired for GS-13 candidates.

1.    PCS expenses if authorized will be paid IAW JTR and Air Force Regulations

2.    PCS cost will be paid IAW Career Broadening Policy under this agreement.

3.    PCS restrictions:  An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months.
