Duties

Serves as Wing Self-Assessment Program Manager (SAPM) and Management Internal Control Toolset Lead. Independently assesses wing programs and capabilities as reported in MICT in order to support the wing CCIP and exercise and evaluation program, ensuring compliance with legal and regulatory requirements, and ensuring the prioritized interest of the Air Force (e.g. SII, CII, etc) and Airmen needs are met. Validates and verifies wing, group, and squadron self-assessment (SA) program results to enable the Wing IG to plan, organize, and execute a wide range of activities for the CCIP under AFIS. Serves as the wings focal point for assimilating pertinent data and information for the Wing IG, MAJCOM/IG, ANG/IG and to higher headquarters FAMs as required. Performs analysis of unit self-assessed capabilities versus inspection requirements to build inspection sampling strategies. Establishes and utilizes metrics and analysis systems to assess efficiency, effectiveness, and compliance with regulatory procedures to enable Wing IG to determine the most efficient exercise and inspection scenarios to minimize costs and maximize unit readiness. As the Wing SAPM and MICT technical expert, trains IG personnel, WIT, and group, squadron, and flight SAPMs on the proper use of MICT. Trains WIT members on how to derive data and validate MICT inputs during inspections. Identifies, troubleshoots and corrects MICT and IGEMS malfunctions and assists in correcting MICT and IGEMS operator errors. Represents the Wing IG with a variety of wing, functional area, local community, state and federal organizations. Provides advisory services to individuals, other staff offices, managers, supervisors and employees concerning the IG program and processes. Performs other duties as required.

Qualifications

General Experience:
All series personnel must be competent at the next higher level before being eligible for that level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

Specialized Experience:
GS-09 level should have 24 months of experience in working within the definitions of laws, regulations, and policies. Experience in working the military inspection programs and basic understanding of military missions, service structures, capabilities, and organizational functions. Experience in applying analytical and evaluative techniques to analyze the self-assessment program plans. Experience in developing training materials and instructing others in the basic inspector general program elements, activities and procedures.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities, and other characteristics). NOTE: You do not have to respond to the KSAs separately but your resume should contain sufficient information to demonstrate possession of the KSAs.

-- Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of the AFIS program and related support resources for the wing; and of the mission, capabilities, organizations and operations of the Inspector General.

-- Knowledge of the missions and functions of Air Force wing level organizations.

-- Knowledge of analytical and evaluative techniques to analyze the self-assessment (SA) program plan for and develop training materials for users; evaluate wing CCIP effectiveness, and evaluate proposed corrective action plans.

-- Knowledge of various office automation software programs, to include MICT and IGEMS tools, and techniques to support AFIS operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.

-- Knowledge of IG investigations, interviewing, fact finding, and data analysis; approaching individuals who may be fearful, skeptical, or uncooperative during the questioning process of the investigation; establishing rapport with different personality types in order to glean appropriate information pertaining to complaints and allegations, and to resolve complex problems.

-- Skill in applying conventional methods to gather, analyze, and evaluate information and data, draw conclusions, and recommend appropriate action.

-- Skill in comprehending procedures outlined in IG regulations and directives and apply them to the handling of conventional inquiries, complaints, Congressionals, etc.

-- Ability to communicate orally and in writing to prepare comprehensive reports of investigation, responses to congressional staffers, and make presentations to high level management officials.

Education Requirements:
High School Diploma or GED.

Substitution of Education for Specialized Experience:

Not Applicable.

-Applicants need not be assigned to the position or possess the AFSC to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain AFSC within 1 year of appointment action.

  1. Males born after December 31, 1959, must be registered with the Selective Service Systems to be employed by the Federal Government.
  2. Military Technicians are ineligible for enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these incentives.
  3. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
  4. Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709 (f).
  5. All new technicians are subject to a one year trial/probationary period IAW 32 USC 709.

*Baseline physical*

An employment physical may be required within 90 days of employment per OSHA regulation and NGB. This physical will be used to determine fitness and eligibility for continued employment.
