Job Title: Network Engineer

Job Classification (Exempt or Non-exempt): Exempt

Reports To: Chief Operating & Information Officer

Job Summary: The Network Engineer is responsible for development, maintenance, documentation and security of network communications and Microsoft based systems. Uses knowledge of LAN/WAN systems and servers to help design and install internal and external networks and supporting systems. Tests and evaluates systems to eliminate problems and make improvements. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks in addition to network support including, support of desktop and laptop computer systems, identifying and resolving computer performance issues, the diagnostic and repair of hardware-related problems, and the maintenance of electronic inventory records for computer equipment deployed throughout the agency.

May lead and direct the work of others. A wide degree of creativity and latitude is expected.

Essential Duties and Responsibilities:

1. Maintain and troubleshoot physical and virtual network computer equipment, providing primary support for end-user computer systems, to include hardware, software, backup images, and acquisition of technology components.

2. Records and maintains an inventory of installed and acquired hardware and software applications deployed throughout the agency

3. Develop, implement, and insure compliance to policies and procedures appropriate for the utilization of computer and networking technologies throughout the agency

4. Maintain network security through firewalls, IDS, IPS, ACL, and group policies.

5. Direct migration, support, and delivery of common end-user software application such as MS Office 365, Teams, Zoom, Citrix Delivery Services, and printer facilities.

6. Assist in troubleshooting, maintenance, testing and implementation of network server infrastructure.

7. Primary on-call contact for after hours network support.

8. Communicate policies and procedures to agency employees, contractors, sub-contractors, or consultants. Facilitating initial new user orientation and equipment check-out/check-in.

9. Support computer information system able to ensure usefulness, simplicity, reliability, and security of information.

10. Support of telecommunication system to ensure usefulness, simplicity, and reliability.

b. Local lines

11. Develop a functional and working knowledge of internal security system access card maintenance.

12. Develop and inventory, maintain, monitor, and deploy agency provided cellular devices. Provide primary point-of-contact services for cellular service provider.

13. Follow defined hardware/software acquisition procedures

14. Maintains Fixed Assets List (equipment, furniture, hardware, and software) and obtains annual inventory reconciliation.

15. Assists employees apply the information system’s capabilities to job simplification.

16. Demonstrates respect, appreciation, and sensitivity for diversity.

17. Serves on Administration Team and Continuous Quality Improvement Team.

Supplemental and Responsibilities:
1. Performs other duties as assigned by COIO.

Qualifications and Requirements:

1. Minimum education and experience:

a. An associate degree in computer science or related field preferred. Industry certifications such as CNA, CNE, MCSE, or Certified PC Technician may provide a suitable alternative.
b. 3 years direct computer support experience
c. 3 years computer diagnostic experience
d. 3 years direct client support experience
e. Knowledge of network equipment and security systems
f. Working knowledge of VM and Citrix XenApp operating environments
g. Working knowledge of network operating systems, application software, and administrative tools
h. Or, virtually equivalent combination of above

2. Knowledge, skills, and abilities:

a. Communication

i. Analyze and interpret information technology and general business periodicals, administrative procedures, and government regulations
ii. Develop procedures, write correspondence, and prepare business reports
iii. Present information to employees and vendors
iv. Seek to understand, then be understood

iii. Apply knowledge of education/experience to indirect services activities

iv. Evaluate services provided, their processes, and their effectiveness

d. Other

i. Support technology and general business activities
ii. Possess driver’s license and personal vehicle insurance

3. Physical demands:

a. Prolonged sitting at a desk and working at a computer.
b. Operate office equipment
c. Lift objects up to 25 pounds

4. Schedule demands (travel, adjustments to accommodate clients, weekends/evenings, etc.):

a. Frequent travel between the Omaha office sites
b. Occasional travel to office sites outside Omaha
c. Work in a virtual computing environment to support end-user and system infrastructure

5. Site factors (work location, environment, travel, etc.):

a. Office in Omaha
b. Office environment
c. Work in a virtual computing environment to support end-user and system infrastructure
d. Travel to other office sites required

Salary: $50,100 - 60,250/year
