Our Sarpy County Planning and Building Department is seeking a motivated and experienced Director to oversee, participate and ensure compliance in the development of the County’s Comprehensive Plan, preparation of planning and zoning applications, and land use plans. General Purpose
Works under the general supervision of the County Administrator. To provide comprehensive administration for Sarpy County's Planning Department as well as the preparation and administration of the County's future land use plans and current zoning ordinances for development within the County. Supervises staff; oversees the preparation of planning and zoning applications; conducts presentations to the Planning Commission and County Board. Performs in a manner that promotes growth in an orderly fashion, ensures development is approved consistent with the current zoning ordinances and that the rights of all property owners are protected. Position demands high accountability for careful and complete analysis prior to decision-making. Position has considerable communication with developers, engineers, design professionals, Planning Commission, County Board and the public.
Directs and administers staff in the development, implementation, review and revision of the County’s zoning ordinances and Comprehensive Development Plan and other special assignments.
Manages, directs, and supervises the activities of the Department to achieve goals; plans and organizes workloads and staff assignments; trains, motivates, disciplines, and evaluates assigned staff; reviews progress and directs changes as needed.
Provides direction and technical assistance to staff in the preparation of reports, mapping, ordinance development, planning strategies, and related planning functions.
Oversees and participates in the development of the County’s Comprehensive Plan in all areas, including transportation, land use, housing, infrastructure, neighborhood development, capital improvements and conservation and natural resource management.
Researches, analyzes, and prepares proposed amendments to the Comprehensive Plan and the land use development codes/regulations.
Analyzes and makes recommendations on preliminary plats, final plats, applications for rezoning, variances, special exceptions, plan amendments and code amendments.
Develops, implements, and administers the planning division budget.
Provides oral presentations in public and official forums concerning planning projects, how issues are addressed, and projected impacts (regarding development plans); prepares agendas and presents plans to the Planning Commission and County Board.
Oversees the maintenance of accurate documentation, recording and reporting of data processed.
Ensures staff adherence to established department calendar in meeting task deadlines for the Planning Commission, County Administrator and County Board.
Maintains current knowledge of trends and developments in planning, development and growth management and other State Statutes and administrative codes relevant to planning.
Prepares reports and written recommendations to the County Administrator concerning planning and zoning activities and other related matters.
Provides information and technical assistance to citizens, property owners, land developers, contractors, architects, staff members, County Officials, or other individuals/agencies regarding planning/zoning issues, land use issues, codes/ordinances, land development review procedures, site plan reviews, or other issues; responds to difficult questions or complaints; researches problems and initiates problem resolution; assists the public with various issues.
Conducts review of applications for developments and major/minor subdivisions, rezoning applications, conditional use permit applications, home occupation applications, subdivision plats, architectural drawings, site plans, grading plans, elevations, legal descriptions, surveys, or other documentation for proposed projects; reviews development plans for new lots; reviews applications for appeals/variances; analyzes regional/local impact of proposed development on factors such as traffic patterns, drainage conditions, or the environment; meets with applicant, agents, or other parties as needed. Responsible for the management of the County’s Flood Plain regulations.
Determines whether proposed development complies with County codes/ordinances; recommends approval or denial of rezoning, home occupation, conditional use permit and plat applications; prepares staff technical reviews, technical analysis, recommendations, and comments regarding proposed projects for submission to Planning Commission, Board of Commissioners, applicants, or other personnel as appropriate; approves major and minor subdivision plats for recording as legal document.
May conduct on-site inspections of construction project sites to ensure conformance with approved plans and zoning regulations.
Attends all meetings of the Sarpy County Planning Commission and County Board to provide information and make recommendations regarding development proposals.
Peripheral Duties
Serves as a member of various staff committees as assigned.
Attends professional development workshops and conferences to keep abreast of trends and developments in the field of municipal planning.
Manages the enforcement of local ordinances and oversees interpretation of zoning codes and master plans.
Provides technical assistance to other County departments as requested.
Performs other related duties as assigned.
Education and Experience
Bachelor's degree in Urban Planning or closely related field; supplemented by five (5) years previous experience and/or training involving urban planning, local/regional land use, zoning, land development plan review, site plan review, and computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
A Master's Degree in Urban Planning or closely related field and/or American Institute of Certified Planners (AICP) certification encouraged.
Employee will be required to comply with the AICP Code of Ethics and Professional Conduct.
Possession of a valid Nebraska driver’s license and the maintenance of a driving record which meets or exceeds minimum County driving standards.
Necessary Knowledge, Skills and Abilities
Thorough knowledge of County policies and procedures and State Statutes.
Working knowledge of computer software programs including, but not limited to, Access, Excel, Microsoft Word, PowerPoint and department-specific programs.
Knowledge of graphic arts, publication production, layout and design, and basic web knowledge.
Effective communication and managerial skills.
Public speaking skills.
Skills in compiling data and information for creating reports and budgets.
Ability to synthesize, hypothesize and/or theorize concerning data and/or information involving modification of existing policies, strategies and or methods to meet unique or unusual conditions.
Ability to do so within the context of existing County management principles.
Ability to present ideas and programs in a persuasive manner, both verbally and in writing.
Ability to deal effectively with the general public including individuals from a wide range of social and economic backgrounds.
Ability to exercise considerable discretion and independent judgment.

Ability to deal effectively with work situations which demand unusual hours, some national and regional travel, and work projects with demanding time deadlines.

Ability to operate standard office equipment (i.e., copier, calculator, computer, fax, etc.).
