Under the general supervision of the Planning Director or designee, performs a variety of skilled professional and technical work inspecting buildings according to applicable codes requiring considerable responsibility and independent judgment.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:
Enforce building related codes (e.g., Uniform Building Code, Uniform Housing Code, etc.) as well as local codes (e.g., nuisance, clearing, grading, filling, etc.) issuing correction notices and citations.
Establish and maintain effective working relationships with clients, supervisors, County employees, elected officials, other agencies, and the general public.
Inspect residential and commercial buildings during various stages of construction and remodeling for compliance with applicable codes.
Review work performed on all major aspects of building (e.g., foundation, concrete, steel, masonry, framing, HVAC, etc.) for code compliance.
Enforce code compliance with correction notices or other orders based on failure to comply with codes.
Approve all permits and authorize a certificate of occupancy for building.
Ensure all pertinent information is entered into appropriate system in a timely and accurate manner.
Maintain current knowledge of applicable codes in jurisdiction, working with contractors as codes change or are updated.
Inspect previously occupied buildings, spaces or suites for code compliance.
Answer questions about permits, code requirements and general residential and commercial construction.
Maintain records of building and inspection activity, completes related reports, and issues certificates as appropriate.
Report to assigned worksite with regular, predictable, and consistent attendance.
Assist in administering the permitting function, including application processing, fee assessment and collection and permit issuance.
Assist in training other building inspectors and related staff as appropriate.
Report to assigned worksite with regular and predictable attendance.
Perform other duties as directed and assigned.
MINIMUM REQUIRED QUALIFICATIONS
Education and Experience
High school diploma or GED required.
Four (4) years of experience in general construction and mechanical systems required.
International Code Council (ICC) certification as a Building Inspector desirable.
*Approved education or work experience beyond that required which provides equivalent knowledge, skills, and abilities may be considered and substituted for the stated education or experience.
Must have and maintain throughout employment a valid Driver's License, as well as meet eligibility requirements of "acceptable driver standards" as defined by the County.
Necessary Knowledge, Skills and Abilities
Thorough knowledge of uniform building and general construction codes
Working knowledge of the principles of structural design and engineering mathematics
Knowledge of residential and commercial construction techniques
Skill in applying knowledge of national uniform building codes, zoning and land use applications
Skill in analyzing building plans for code compliance
Ability to work with the public and with local contractors
Ability to read and understand complicated plans and blueprints
Ability to apply technical knowledge and follow proper inspection techniques
Ability to enforce regulations fairly, consistently and with proper public relation skills
Ability to work under pressure and/or frequent interruptions
Ability to navigate stressful situations while maintaining composure
Ability to understand and follow exacting verbal and written instructions
Ability to prioritize work and carry out assigned projects to completion
Ability to communicate effectively, in English, both verbally and in writing
Ability to operate equipment including, but not limited to, multiline phone, computer and multifunction printer

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Required sensory abilities include vision and hearing. Visual abilities, correctable to normal ranges include close, distance, and color vision as well as depth perception and the ability to adjust focus. Work is occasionally performed indoors in an office setting and is frequently performed in an outdoor setting involving the inspection of various land use developments and construction sites. The employee occasionally works near moving mechanical parts and in high, precarious places as well as during inclement weather conditions such as wet and/or humid conditions. The employee is also occasionally exposed to fumes, airborne particles, toxic or caustic chemicals, risk of electrical shock, vibration, unsanitary conditions and mold.
Work hours may include evenings, weekends, call-ins, and holidays. Work may be fast-paced when dealing with multiple priorities and time constraints. The noise level is typically moderate to loud.
