Manage and coordinate preventive maintenance, risk management, repair programs and service contracts of Omaha Housing Authority (OHA) properties and equipment. This includes but is not limited to; fire and life safety systems, elevators, emergency power generators, HVAC systems, boilers, domestic space and hot water heating systems, plumbing, electrical, and non-routine maintenance and repair of buildings and components to include maintenance of roofs, waterproofing, windows, restoring use after casualty losses and management of utility outage and casualty loss emergencies.
Organize and implement OHA – wide preventive maintenance program utilizing the work order system to track all hours and costs of service. Provide training for employees and report performance through Public Housing Assessment System (PHAS).
Organize and implement OHA – wide risk management procedures related to property and building systems, monitor and report performance and cost benefits under Public Housing Asset Management requirements.
Manage building systems service contracts to include but not be limited to fire and life safety systems, elevators, emergency power generators, HVAC systems, boilers, domestic space and hot water heating systems, plumbing and electrical systems.
Manage and / or provide oversight to completion of non-routine maintenance and repair of buildings and components to include maintenance of roofs, waterproofing, windows and restoring use after casualty losses.
Manage and / or provide oversight to the correction or abatement of emergencies related to loss of or damage to property including utility outage emergencies, storm damage, fire, property loss or casualty that requires immediate attention to remedy or abate health or safety risks to OHA tenants or the public at large.
Manage and participate in the development and implementation of goals, objectives, polices and procedures related to facilities management and ensure that risk management and safety standards are implemented, monitored and executed.
Monitor and evaluate efficiency and effectiveness of service / repair delivery methods and procedures; recommend, within the departmental policy, and carry out appropriate actions to improve service and contract performance.
Facilitate improvements in work plans with OHA Operations, Site Managers and Maintenance Staff and Contractors. Evaluate work methods, and procedures; meet with staff and contractors to identify and resolve problems.
Plan, organize, administer, review, and evaluate the activities and performance of Service Contracts directly and through OHA Staff. Work with OHA Staff to establish work priorities and schedules; encourage and where appropriate provide staff training and professional development; interpret OHA policies and procedures for staff; work with employees to develop short and long term goals, monitor accomplishments, establish performance requirements, and personal development targets and provide coaching for performance improvement and development.
Oversee and participate in the development and administration of the division’s annual budget; direct the forecast of funds needed for service contracts, equipment, materials, and supplies; monitor and recommend approval of service contract expenditures.
Prepare various reports on operations and activities including annual HUD evaluations and inspections.
Work on additional projects as requested.
May present training workshops for staff and/or residents.
May represent OHA at community and advisory counsel meetings.
May work weekend and evening hours.
Perform other duties as assigned.
Associate’s degree in engineering, maintenance, management or other relevant field supplemented by three to five (3-5) years of responsible maintenance management experience including some supervisory experience in all phases of residential and multi-family building maintenance, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Experience in management of service contracts and preventive maintenance systems is preferred.
Current certification and license in a professional trade required.
Five (5) years experience in managing building maintenance programs and service contracts.
Knowledge of property management and building codes and standards.
Ability to interact with a diverse group of individuals from a variety of social economic conditions and ethnic origins.
Must display proficiency in Microsoft products including; Microsoft Word, Excel, Access and PowerPoint, excellent oral and written communication, presentation skills, and interpersonal, writing and organizational skills.
Must maintain knowledge of the rules, regulations and laws regarding the procurement process. Must participate in training opportunities and seminars relevant to this position.
Ability to successfully maintain and prioritize multiple demands as required. Must recognize the importance of accuracy and accept the responsibility of meeting deadlines.
Working knowledge of local agencies, city, state and federal programs, which are designated to assist low-income individuals. Experience developing and implementing preventive maintenance and risk management programs in residential settings designed to assist families, elderly individuals, mentally or physically challenged individuals and youth.
Frequent exposure to weather conditions, (heat, cold, rain and snow) when working in the field.
Must possess and maintain a valid motor vehicle license and a good driving record. Must be able to operate a motorized vehicle and have the ability to move throughout OHA properties. Must be insurable under the OHA auto insurance policy. Must have reliable transportation for use on the job as necessary.
Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, HUD, local, state, federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.
