HCV Program Manager

Job Function:

To provide a listing of eligible applicants which assures optimum occupancy levels for the Public Housing (Housing Choice Voucher) program.  To implement procedures for selection and placement of applicants in accordance with HUD regulations and OHA policies. Incumbent is responsible for the supervision of assigned staff and for the quality control review of all tenant files

Essential Functions:

Monitors application and re - examination process to assure compliance with applicable HUD regulations, and determining eligibility for continued occupancy and approves transfers to correct occupancy standards.

Monitors files for accuracy and completeness and ensures that all necessary documentation is included in the resident file.

Develops procedures as a basis for selecting applicants in accordance with approved methods of offering and federal preference system.

Ensures uniformity in computing income, rent, assets, etc.

Ensures maintenance of filing system relative to applications and reviews.

Certifies applicant eligibility, rent charge and unit size.

Process hearing request.

Process all reinstates.

Process abated inspections.

Process all terminate files.

Process and approve all p-notes (retro’s).

Ensures applicants are informed of their eligibility and approximate date they can expect to be housed; informs applicants of their ineligible status, reasons therefore, and arranges for informal hearings when requested by applicant.

Directs home visits of applicants, as necessary.

Maintains open lines of communication with Landlords, Property Owner’s, Social Service agencies and other community agencies that make referrals to OHA for housing.

Prepares and makes presentations to community groups as requested.

Compiles data and prepares reports as assigned.

Directs annual reviews to determine income changes affecting rent, continued eligibility and changes in family status which may necessitate transfers to different size units.

Develops and approves regular and special requisitions for departmental equipment and supplies.  Accepts responsibility for inventory, assignment of use, maintenance and car of equipment.

Approves leave requests, evaluates personnel performance, and initiates disciplinary action. Interviews job applicants and prepares individual recommendations for consideration.

 

Additional Responsibilities:

Conduct general or specialized training sessions for OHA staff and residents.

May provide transportation to residents.

Serve on boards and committees as directed by executive management.

May be required to work weekend and evening hours.

May assume other special activities and responsibilities as required.

Qualifications:

Bachelor’s degree preferred, and a minimum of two (2) years of management/supervisory experience; or any combination of education, training, and experience which provides the required knowledge and abilities.

Knowledge of the general operations and procedures of a Public Housing Agency (PHA) program.

Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the Board of Commissioners and HUD regulations.

Must be comfortable working with a diversified type of individuals from a variety social, economic conditions and ethnic origins.

Ability to evaluate performance of subordinates accurately, correct deficiencies, and to guide, replace, and assign personnel.

Must maintain a current knowledge of rules and regulations effecting public housing residents.  Must participate in training opportunities and seminars relevant to this position.

Must maintain a valid motor vehicle license and possess a good driving record. Must be insurable under the OHA Auto Insurance policy. Must have transportation for daily use on the job as necessary.

Must have the ability to coordinate a high level of productivity under a variety of conditions and time restraints.

Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, HUD, local, state, federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.
