    Description

    Title: Licensing Manager

    Departments: Licensing

    This position reports to: VP, Field

    This position supervises: License Department Staff, including seasonal temporary staff

    Purpose of Position: The Licensing Manager oversees the Licensing Department ensuring that all procedures are followed and that data entry is completed in a timely and accurate manner. This individual is responsible for the billing, collection and processing of pet license payments per the contracts established between jurisdictions in Douglas and Sarpy County and the Nebraska Humane Society. This individual oversees the entry and tracking of rabies vaccination records for dogs and cats residing in the contracted jurisdictions and also tracks other specific information as mandated by the ordinance. By maintaining accurate and timely pet ownership records, the Licensing Manager supports the shelter in meeting contractual obligations in all aspects of animal control.

    Essential Duties and Responsibilities

    • Manages License Department Staff in daily departmental duties. Makes hiring decisions, sets goals and performs annual reviews.
    • Recruits and trains temporary staffing.
    • Maintains and adheres to procedures. Recommends policy/procedure changes as needed and communicates changes to shelter staff.
    • Maintains awareness of jurisdiction and ordinance changes affecting license administration.
    • Develops and ensures adherence to departmental budget including both revenue and expense.
    • Develops and maintains departmental reports and statistics.
    • Ensures timely and accurate data entry of license and rabies information and any other data required to complete or support the license process. Processes payments from all sources accurately and in a timely manner. Sources include mail, online, vet clinics and in-person.
    • Manages Veterinary License program. Provides reference materials and training as needed to support license sales at vet clinics.
    • Ensures security of cash check and credit card payments as they move through the License Department to the Accounting Department.
    • Collaborates with other departments in support of licensing initiatives, including facilitating in –person licensing during high volume periods.
    • Responds to pet owners’ questions and complaints and provides timely resolution to issues.
    • Coordinates with external vendors and internal staff to set schedules and facilitate statement preparation and mailings.
    • Coordinates data extracts, reporting requirements and system enhancements with IT Department in support of license administration.
    • Participates in webinars, meetings and training as it pertains to the position and maintains current knowledge and understanding of license related ordinances.
    • Manages outgoing mail for the shelter. Runs monthly postage reports and disseminates information to the Accounting Department.

    Position Qualifications: Education, Experience, Certification, and Knowledge/Skills/Abilities

    Required

    • Associate Degree – Experience may substitute for degree
    • 2 – 3 Years management/supervisory experience
    • Excellent verbal and written communication skills
    • Proven analytical, problem solving and decision making skills
    • Proficiency in Microsoft Office suite
    • Experience with scheduling, budgeting and payroll
    • Experience in managing projects and delegating tasks
    • Excellent time management skills and ability to multi-task and prioritize work
    • Valid Driver’s License
    • Ability to maintain confidentiality

    Desired

    • Experience with Chameleon shelter software
    • Experience with postage meter and other office equipment
    • Knowledge or understanding of jurisdictional ordinances
    • Payment processing experience

    Work Conditions:

    • The noise level in the office environment is usually quiet, though barking or whining of animals may be escalated at certain times in certain areas of the building.
    • High exposure to animals whose reactions to the shelter environment cannot be predicted.
    • Temperatures in the shelter environment are varied, though usually moderate, and dependent on the season.
    • Potential exposure to zoonotic diseases and hazardous chemicals.
    • Ability to work around animals without severe allergic reactions.
    • As work may need to be done outside of the shelter, the employee may encounter environmental issues outside of our control such as fallen tree limbs, rain storms or snow/ice. When this occurs the employee must report the issues immediately to their direct supervisor who will work to resolution.
