POSITION SUMMARY

The compliance team with Retirement Solutions Division (RSD) is seeking a talented Director to provide leadership to the Regulatory Compliance team.Core responsibilities will include development of team members, monitoring proposed legislative/regulatory activity and determine potential impact to RSD, and drive positive changes inside and outside of the company.Specifically, you will: 
  • Develop, train and help sustain a high-performance team to meet RSD business and compliance objectives
  • Be the Eyes, Ears, Voice and Idea Generator on Decisions tied to Legislative & Regulatory Matters
  • Monitor legislative and regulatory landscape affecting annuities and provide guidance, direction and decision-making support to RSD leaders on regulatory compliance issues arising out of state/federal law and regulation
  • Oversee internal processes to monitor and evaluate the impact of new law and regulation, provides research data to management on regulatory trends and interacts with the Law and Corporate Compliance Departments to share insights and create alignment
  • Assist in preparation of talking points, correspondence and other materials on behalf of division to support lobbying activities of corporate Government Relations Department
  • Manage the internal and external communication of legislative/regulatory developments and oversees the Regulatory Issues database to serve as a record of legislation/regulation tracked, analyzed, communicated and implemented
  • Serves and represents RSD on internal and external task forces, regulator meetings and committees (e.g., NAIC, industry trade groups) to support company-wide and industry-wide initiatives
  • Oversee RSDs privacy program and privacy incident handling process
  • Help drive change by working collaboratively through the organization
  • Partner with RSD leaders to direct, develop, implement and revise compliance policies, procedures and best practices to ensure division complies with applicable changes to law and regulation
  • Drives cross functional initiatives and leads teams in compliance activities
  • Collaborate and coordinate compliance efforts with different areas of Pacific Life (e.g., Life Insurance Division, Corporate Compliance, Government Relations, Law Department) to promote consistency and one company experience tied to core regulatory changes
  • Provide tracking, review, analysis, reporting and implementation expertise to ensure division-wide compliance with applicable law and regulation

FACTORS FOR SUCCESS
  • Four-year college degree; MBA, JD or CFA charter holder a plus
  • A minimum of 10 years of experience in addressing compliance issues within financial services and/or insurance industry
  • Good understanding of different distribution channels (e.g., FINRA BD, RIA, IMO)Extensive industry experience and judgment to plan and accomplish goals through others
  • Passionate to lead, help and develop team members 
  • Proven decision-making skills
  • Exceptional communication skills, including the ability to translate complex regulations into clear and concise messages consumable by non-legal/regulatory professionals
  • Operate with a wide degree of creativity and latitude and open to learning new ways of working
  • Comfortable working with all levels of management within company as well as within the industry and with regulators, including the SEC, FINRA, NAIC and state insurance departments
  • Extensive knowledge of financial products geared towards retirement savings and lifetime income
  • Strong ability to review, interpret and communicate using simple terms regulatory and legislative text
