    Job Description

    Job Title: Property Maintenance & Construction Manager

    Reports To: Vice President and Operations Director

    FLSA Status: Exempt


    Provides management of professional, technical, and managerial work in planning, coordinating, developing, and managing the construction/renovation of small/medium commercial/residential projects developed by OEDC. Duties involve preparation of construction cost estimates, coordination with contractors, working with project architect and engineers, preparation of progress reports, preparing and monitoring construction schedules, as well as assisting in planning/ implementation of OEDC real estate developments. Work also involves coordinating and assisting in planning/development of new commercial/residential real estate developments to include preparing project budgets and project schedules. The incumbent receives broad directives from the OEDC Chief Executive Officer, but is primarily expected to manage the work activities with minimal supervision and will require hands-on capability. Considerable initiative and independent judgment is necessary in planning, coordinating, and directing daily operations and activities.

    Essential Duties and Responsibilities include the following:

    Evaluates specifications to plan procedures, starting and completion times, and staffing requirements for each phase of construction.

    Manages the planning and implementation of new construction and rehabilitation projects sponsored by OEDC, which includes cost estimates, project management, scheduling, field inspection, participation in site meetings, budgeting, project loan packaging, coordinating contractors, and working with the project architect.

    Serves as the lead contact for construction contractors and project architects.

    Manages all building construction maintenance for all of OEDC’s properties.

    Ensures that all buildings are secure and is the primary contact with the agency’s security company.

    Provides maintenance analysis for the long-term maintenance needs for building and construction.

    Negotiates for professional services, including preparation of request for proposal (RFP) and assists project management team to help guide OEDC redevelopment activities on a project by project basis.

    Inspects work in progress to ensure that workmanship conforms to specifications and the adherence to construction schedules.

    Prepares or reviews reports on progress, materials used and costs, and adjusts work schedules as indicated by reports.

    Assists in the preparation and implementation of short- and long-term goals and objectives associated with OEDC’s redevelopment and construction activities.

    Completes regular project inspections to make certain of adherence to construction documents and scheduling.

    Manages projects, inspection, and change orders. Signs off on project completion, obtains Lien Waivers, Certificates of Substantial Completion, approves draw requests and final payments. Implements worksite safety measures for projects in which OEDC is the general contractor.

    Prepares annual budget for construction and rehabilitation projects planned for the year. Includes estimated cost and any equity investment required by OEDC.

    Completes other duties as assigned.

    Education and/or Experience

    Associate’s degree in construction management with seven (7) years’ experience in construction management preferred. Experience in commercial property management development is also preferred; or, an equivalent combination of experience and education will be considered.

    Other Skills and Abilities

    Ability to communicate with all levels of people, ranging from low income citizens to top level positions in partner organizations. Must be able to effectively interface with a variety of racial, ethnic, and socio-economic groups.
