Reporting to the Deputy Executive Officer, the Senior Manager of Planning and Scheduling is responsible for the administration, direction, coordination, and delivery of service planning, scheduling, planning studies, and monitoring of the transit system's performance.

Position Title: Senior Manager of Planning and Scheduling 

Schedule:      Monday - Friday 8:00 a.m. – 4:30 p.m.

Status:           Exempt

Pay:                Depends on qualifications. Starts at: $83,000    

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Supervises, assigns work, monitors, evaluates job performance, and addresses personnel training needs in the Planning and Scheduling Department. 
  2. Works as a project manager and with staff to complete key studies, including but not limited to project planning studies for BRT projects and other capital investments (alternatives analyses, feasibility studies, environmental reviews, conceptual planning) and short- and long-range transit plans.
  3. Oversees service planning and monitoring, scheduling, development review, data collection and analysis for KPI monitoring, NTD reporting, and other aspects of transit service.
  4. Reviews, analyzes and recommends service changes to improve productivity and performance. 
  5. Supports and manages the development and implementation of regional transit system plans by preparing project scopes, work plans, and Requests for Proposals (RFPs) for consultant services for assigned projects and studies; serves as a technical resource on assigned plan projects; develops and coordinates planning and implementation activities with affected local jurisdictions and other agencies; identifies and implements appropriate tools to assist in tracking project scope, schedule, and budget.
  6. Represents Metro on various committees; provides presentations on projects, initiatives, and services and addresses questions and concerns through direct responses, public engagement, and stakeholder relationship management.
  7. Manages communication and coordination of activities among staff, consultants, other governmental agencies, elected officials, stakeholders, and the public during the various phases of assigned projects.
  8. Maintains awareness of new trends and developments in the fields related to the area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
  9. Provides support to the division/department on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, agency policies and procedures, rules and regulations.
  10. Serves as a senior leadership team member, actively participating in frequent communication and coordination with other departments to pursue Metro's goals and mission.
  11. Fosters a positive working environment to reduce absenteeism and attrition; contributes to a culture of diversity, equity, and inclusion; and integrates sustainability into everyday business practices and planning efforts.
  12. Regular and predictable attendance and performance of essential job duties.
  13. Other related duties and special projects as assigned. 

 MINIMUM REQUIREMENTS:

  • Bachelor's Degree in planning, urban studies, public administration, or related field. A Master's Degree from an accredited college or university in a field related to the area of assignment is preferred.
  • Five years of experience and increasing responsibility in transportation planning, preferably in a transit environment. An equivalent combination of education and experience will be considered.
  • Experience effectively dealing with the public and elected officials is highly desirable. 
  • Strong technical writing and verbal presentation skills
  • Knowledge of principles and practices of transit service planning and scheduling
  • Experience with computer-based planning and scheduling systems and Microsoft Office Suite programs for spreadsheets, databases, and word processing
  • Effective verbal and listening communication skills
  • Possess and maintain a valid driver's license and meet Metro's driving standards
  • Ability to pass physical, back screen and drug screen, and complete background check
