Job Title:  Chief Financial and Resources Officer

 Job Classification (Exempt or Non-exempt):  Exempt

 Reports To:  Chief Executive Officer (CEO)

 Job Summary:  The Chief Financial and Resources Officer oversees and manages all finance and human resources functions at the Nebraska Children’s Home Society (NCHS).  This position collaborates with the CEO and Executive Team members to develop financial and human resource strategies that further the mission of NCHS and is charged with facilitating these efforts across the organization.  The CFRO serves as the agency liaison to the Joint Finance, Foundation Investment, and Audit committees of the board.

 Essential Duties and Responsibilities:

  • Serve as an effective team member of the Executive Team.
  • Participates in long-range strategic planning activities pertaining to finance and human resources functions.
  • Ensures effective implementation of the organizations strategic priorities pertaining to finance and human resources.
  • Participates in board meetings and serves as a liaison to the board for matters pertaining to finance and human resources.
  • Agency liaison to the Joint Finance, Foundation Investment, and Audit committees of the Board.
  • Supervises Finance and Human Resources employees.
  • Works on special projects as assigned by the CEO.


  • Develops a collaborative financial planning process which is characterized by individual manager accountability, finance personnel assistance (e.g., providing recommendations, performing more difficult projections, reviewing initial results, etc.), useful evaluation reports, desired results, and timely final approval.
  • Develops financial management information reports (month/quarter/6-month/year/etc.) for all managers, senior managers, CEO, the two Board of Directors, Joint Finance Committee, Audit Committee, and Foundation Investment Committee.
  • Oversees and approves funds disbursements, including payroll; and funds receipts, including accounts receivable.
  • Monitors the cash balance, projects cash requirements, and approves Foundation endowment fund transfer requests.
  • Assists auditor in the annual independent audit, including preparation of the official financial statements and tax reports.
  • Develops and maintains accounting system that ensures accuracy, auditability, integrity, and usefulness of financial information.

  • Obtains annual written confirmation of tax-exempt status from Internal Revenue Service for both corporations.
  • Ensures preparation of federally approved indirect rate and maintains status.
  • Ensures provision of financial information for commercial insurance applications.

Human Resources

  • Develops human resource system that ensures accuracy, auditability, fairness, integrity, and usefulness of human resource information to include:
  • Human resource software
  • Employment
  • Appropriate recruitment and hiring notification.
  • General orientation, including review of Employee Handbook, policies, and procedures.
  • Salary and benefits administration.
  • Employee personnel file of required documents.
    •  Separation
      • Appropriate notification and documentation.
      • Special assistance to employee and/or manager when requested.
      • Salary and benefits administration.
      • Employment Separation Survey.
    • Approvals and documentation
    • Fraud prevention (procedural “checks and balances”)
    • Documentation retention
    • Management Reports
  • Develops employee performance evaluation process involving managers, ensures evaluations are completed at least annually, and reports results.
  • Oversees administration and implementation of group and optional individual insurance plans, retirement plan, and other benefit plans.
  • Ensures compliance with required retirement plan information and employment laws at all sites.
  • Ensures preparation of routine human resource management reports, and completion of external requests, including authorized wage verifications and State requests for employment separation information.
  • Obtains annual employee survey and ensures reporting/evaluation of results for improvement plans.
  • Analyzes operations to identify areas in need of reorganization, downsizing, or elimination.
  • Develops human resource plans, policies, and procedures; implements those approved, communicate to employees and ensures compliance.
  • Ensures provision of human resource information for commercial insurance applications.

Qualifications and Requirements: 

  • Minimum education and experience:
    • Bachelor’s degree in business administration, finance or accounting or related field required; master’s degree preferred.
    • 10 years combined experience in accounting and human resources
    • 5 years of management experience, preferably in a social services or non-profit organization
    • Or, virtually equivalent combination of above

      • Develop procedures, write correspondence, and prepare/present business reports.
      • Present information to Board of Directors, Board committees, employees, vendors, and government agencies.

      • Utilize technology and personal computer applications, including accounting, word processing, spreadsheet, electronic mail, and internet.
      • Possess driver’s license and personal vehicle insurance.
  • Physical demands:
  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Must be able to access various departments of a given location.
  • Schedule demands (travel, adjustments to accommodate clients, weekends/evenings work, etc.):
    • Infrequent and short-distance travel to other office sites and for conferences and meetings.
    • Consistent deadline requirements and special requests requires flexible work schedule.

    • Offices at main office in Omaha
    • Typical office and remote environment

Salary: $155,000 - 165,000/year
