Summary/Primary Purpose:  The Health Services Manager ensures, through collaboration with parents, staff and community health professionals that optimal health, nutrition, vision, and dental services are provided to pregnant women, infants, and children enrolled in the Early Head Start program. This position provides direct supervision to the Health Services Assistant and Health Services Specialist and is responsible for developing and managing effective electronic monitoring systems to supervise the timely and accurate completion of health, nutrition, and prenatal Federal Head Start Performance Standards including Nebraska’s Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) program requirements competed by EHS Family Consultants.

Responsibilities

Management of Health Services to Child Participants

  1. Manage a Health Services Department that demonstrates a level of compliance with Federal, State, and Head Start Performance Standard regulations, such that no deficiency exists and that best practice in health, nutrition, dental and vision care are always sought, promoted and supported.
  2. Work with EHS Family Consultants, Health Services staff, parents, and other health professionals to ensure linkage to ongoing sources of continuous, accessible health care, and to secure medical and dental homes for all EHS participants.
  3. In collaboration with the EHS Health Services Assistant, EHS Family Consultants, physicians and other community health providers, make determination as to whether child participants are up-to date on a schedule of Well Child Care utilized by the Nebraska State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) Program, including latest immunization recommendations issued by the Centers for Disease Controls.
  4. Develop, implement, and evaluate systems to collect, record, and monitor data that reflects the timely and accurate completion of Well Child Care from birth to 36 months, based on Nebraska’s Early Periodic Screening, Diagnosis, and Treatment (EPSDT) guidelines that includes: Well Baby Check Exams, Growth Assessments, Vision and Hearing Screens, Oral Health Screens, Developmental Assessments, Psychosocial Status Exams, Nutrition Counseling, Anticipatory Guidance, Immunizations, Vision and Dental exams, and Lead and Hemoglobin screens.
  5. Ensure that all required medical, nutritional, dental, and vision reports for EHS participants are acquired and reviewed in a timely manner, that problems and concerns, including disability concerns, are identified, and as a result, that necessary actions, including appropriate referrals, are taken in response.
  6. Ensure that all documentation in Child Plus Health and Immunization Sections is entered in a timely and organized manner, that such documentation accurately reports the status of all EHS health requirements, records problems, concerns, and actions taken in response and in concert with EHS Family Consultants, parents, community providers, and referral sources.
  7. Prepare and review routine health services Child Plus monitoring reports (e.g., Well-Baby Checks, Nutrition Assessments, Lead and Hemoglobin Tests, Immunizations, Dental Screens/Exams, Prenatal Requirements) for MDT Staffings and as needed.
  8. Ensure that all forms, reports, and health notes in Child Plus and participant files, reflect compliance with EHS program policy, Salvation Army policy, Federal Head Start Performance Standards, Nebraska’s EPSDT requirements, Nebraska licensing requirements, and other state and federal regulations, including HIPAA and other privacy regulations.
  9. Collaborate with the Health Services Specialist at the beginning and end of every month to review all participants’ electronic files and make determination as to whether children are up-to-date on a schedule of Well Child Care. Track and monitor the completion of all health requirements with EHS Family Consultants and document the current status of all health requirements in Child Plus.
  10. Review or supervise the documentation of Initial Health Histories for new participants within 90 days of entry and Annual Health Histories for “rollover” participants within 90 days of each program year.
  11. Consult with the EHS Child Development Coordinator and EHS Center-based Partners to verify that Head Start Performance Standards, EHS Policies for Center-base Partners, Nebraska licensing requirements, and Douglas County Health requirements are met, and that the health, safety, and nutrition of all EHS participants in the care of center-based partners are promoted and ensured.
  12. Regularly conduct internal monitoring activities that include the completion of weekly, monthly and annual reports that identify the status of health requirements and performance outcomes, and identify challenges and strategies taken by Health Services to improve performance and outcomes.   

Management of Health Services to pregnant participants

  1. Ensure that comprehensive health services for prenatal participants and their newborn infants, are clearly defined in policy and comply with Federal Head Start performance standards, Nebraska licensing requirements, including nurse practice regulations, other state and federal regulations, and Salvation Army Early Head Start Program policies and procedures, are based on Nebraska’s Early Periodic Screening, Diagnosis and Treatment (EPSDT) Schedule for Prenatal Women, Newborn Infants, and Children and are approved by the Early Head Start Health Services Advisory Council.
  2. Work collaboratively with the Health Services Assistant, Family Consultants, Mental Health Consultant, and other community providers to ensure that EHS prenatal participants receive comprehensive, timely, and optimal health care.
  3. Ensure that Head Start Performance Standards for prenatal services are met, and that prenatal practices encourage and support the optimum health, wellness, and nutrition of its prenatal participants and unborn children.
  4. Ensure the accurate and timely completion of Health Insurance Portability and Accountability Act (HIPAA) release of information forms for prenatal participants.
  5. Supervise the completion of Prenatal Health Requirements by Family Consultants, including: Prenatal Risk Assessments, Prenatal Service Plans, Curriculum Index for Families, Releases of Information for WIC, Medical, and Dental Providers, Prenatal WIC Nutrition Surveys, and Prenatal Home Visit Plans.
  6. Develop individualized prenatal service plans for each pregnant participant, based on risk, in concert with EHS Family Consultants.
  7. Provide prenatal education materials and individual teaching to EHS Family Consultants, on demand and as needed.
  8. Supervise the timely completion of Prenatal Home Visit Plans, requirements, and documentation of participants’ status in Child Plus.
  9. Supervise the completion of monthly Prenatal Health Requirements completed by EHS Family Consultants and tracked by the Health Services Assistant.
  10. Ensure that all documentation in Child Plus Health and Pregnancy Sections is entered in a timely and organized manner that such documentation accurately reports the status of all EHS prenatal requirements, and problems, concerns, and actions taken in response and in concert with EHS Family Consultants, parents, community providers, and referral sources are appropriate.
  11. Complete an in-home Newborn Assessment within 14 days of birth, as mandated by Federal Head Start Performance Standards, to include: Physical, Nutritional, and Social/Emotional assessment of infant, proper bonding, and post-partum assessment of mother.
  12. Document results of comprehensive Newborn Assessment in Child Plus in an accurate and timely manner.
  13. Ensure the completion of applicable WIC Breastfeeding Nutrition Surveys by the Family Consultant.
  14. Ensure the completion of the Edinburgh Postnatal Depression Scale by postpartum participants within 6-8 weeks of delivery, and ensure referrals to the EHS Mental Health Consultant and/or other community providers or agencies are completed. 

Management of nutrition services to EHS participants

  1. Ensure that nutrition services for EHS participants comply with state and federal regulations, Head Start Performance Standards, and follow current recommendations from the Centers for Disease Control, World Health Organization, and American Academy of Pediatrics, and Academy of Family Practitioners.
  2. Supervise the timely completion of WIC Nutrition Surveys by EHS Family Consultants and documentation of surveys by the Health Services Assistant.
  3. Supervise the accurate and timely completion of Nutrition Assessments by a WIC (Women, Infants, and Children) Program Dietitian, as outlined in the Salvation Army/WIC contract, and ensure that WIC recommendations to address nutritional problems and concerns are reviewed with EHS Family Consultants in a timely manner and that actions taken for treatment and referrals are completed and documented in Child Plus.
  4. Supervise the timely and accurate documentation of completed WIC Nutrition Assessments entered by the Health Services Assistant as outlined in the EHS Nutrition Assessment Policy.
  5. Establish ongoing collaboration with the WIC Program Director and Dietitians to identify current best practice recommendations for enhancing the nutritional health of children and prenatal women, and to identify the current challenges and barriers for nutritional services specific to our community. 

Community Involvement

  1. Establish a network of relationships with community health care providers to enhance program performance and health outcomes for EHS participants.
  2. Develop and maintain relationships with community health agencies to provide resources for Early Head Start families.
  3. Organize and conduct quarterly Health Services Advisory Council (HSAC) meetings as mandated by Head Start Performance Standards and according to EHS Policy that identifies the mission, purpose and scope of the council.
  4. Serve as a community volunteer on Omaha Public Schools’ Health Services Advisory Council (HSAC).
  5. Represent The Salvation Army Early Head Start program in a positive manner by serving on special committees related to children’s health issues.
  6. Form collaborations with educational institutions and provide opportunities for student practicums.

Family Involvement

  1. Provide health, nutrition, and prenatal education to EHS families as needed and on demand.
  2. Make referrals as needed, and assist families in accessing comprehensive health care to meet the needs of the entire family.
  3. Make home visits as needed, to conduct Otoacoustic Emissions (OAE) Hearing Screens.
  4. Develop and present health, safety, and nutrition education to participants within the Expectant Mothers Group and Family Gatherings.

Program Involvement

  1. Attend staff meetings and other program meetings as required.
  2. Conduct file reviews as assigned.
  3. Attend staff development and training opportunities in order to expand knowledge and skills.
  4. Work actively toward meeting EHS Program Goals, including goals in the Performance and Quality Improvement (PQI) Plan and the EHS Program Improvement Plan.
  5. Facilitate health-related staff meetings as needed, and provide written and/or verbal material as indicated.
  6. Serve as a leader in the health field within the community.

Marginal Duties

  1. Represent the Early Head Start program as a member of the Incident Command Team during an emergency, completing introductory training in Disaster Management and maintaining First Aid/CPR certifications.
  2. Conduct case file reviews with other team members.
  3. Collaborate and participate in annual program self-assessment.
  4. Driving is an essential aspect of the position.
  5. All other duties as assigned. 

Supervisory Responsibilities:

  1. Directly supervise the activities of the Health Services Assistant and the Health Services Specialist.
  2. Supervise the completion of health, nutrition, and prenatal requirements completed by EHS Family Consultants.
  3. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  4. Conduct one-on-one supervisory meetings with the Health Services Assistant and Health Services Specialist, complete annual performance reviews, and monitor completion of annual goals.
  5. Work with the Health Services Assistant and Health Services Specialist to ensure that program outcomes fully comply with all applicable State and Federal requirements and Head Start performance standards.
  6. Collaborate with EHS Director, Manager, Coordinators, Family Consultants, and center-based partners to identify training needs related to health, safety, and nutrition.
  7. Coordinate and/or provide training for EHS staff, families, and center-based partners as needed and/or annually during pre-service training.
  8. Supervise the distribution of blood borne pathogen and first aid kits for program staff.
  9. Provide initial and annual training on Bed Bug Policy and Procedure including use of home visiting bed bug supplies for EHS staff.
  10. Oversee the inventory and ordering of Health Services supplies in regards to bed bug kits, prenatal folders and binders, newborn assessment supplies, and toy sanitation cart supplies.
  11. Oversee the assembling and distribution of bed bug kits and educate staff regarding universal precautions to reduce the transmission of bed bugs.
  12. Monitor the status and use of the toy sanitation cart by EHS Family Consultants and completion of the monthly sanitation checklist by the Health Services Assistant, to assure compliance with the EHS Toy Sanitation Policy.
  13. Provide orientation and training on Health Services to new EHS staff.
  14. Supervise program activities of nursing/practicum students.

Program Leadership

  1. Work actively with EHS Program Management to ensure compliance with all State and Federal regulations and Head Start Performance Standards. Participate actively in preparation for, and response to, any Federal review. 
  2. Act as lead program operations manager as designated by Director.
  3. Actively participate in, facilitate, and/or assume leadership of staff meetings, coordinator’s meetings and/or multi-disciplinary team meetings, as designated by Director, and provide written and verbal reports as indicated.
  4. Assist in the development and completion of applicable component work plans, policies, procedures and forms to ensure compliance with State and Federal regulations, Head Start performance standards, and Salvation Army policies.
  5. Complete professional training and education to expand and enhance performance skills and to maintain professional licensure and certification, as required.
  6. Ensure accurate and timely completion of program documentation in all EHS family files and in Child Plus.
  7. Generate and analyze appropriate Child Plus reports to monitor content area and to address and correct areas of concern.
  8. Assist in obtaining and generating sources for in-kind.
  9. Utilize trauma informed practices.  

Qualifications

Education and/or Experience: Associates Degree in Nursing required. Bachelors of Science Degree in Nursing preferred.  Currently licensed as a Registered Nurse and able to practice in the state of Nebraska. A minimum of three years of experience in nursing required. Knowledge of health and nutrition for infants, toddlers and pregnant women is required. Management and supervisory experience in nursing is preferred. 

Qualifications:  The requirements listed below are representative of the minimal knowledge, skill, and/or ability required for this position.

  1. Ability to be flexible and able to work on multiple projects or tasks simultaneously
  2. Proficient in Microsoft Office Suite and the ability to access payroll, timekeeping and personal data via a web-based system.
  3. Administrative skills to include utilization of standard office equipment, data entry, 10-key, attention to detail and filing.       
  4. Good communication skills both written and spoken, and ability to maintain effective working relationships.
  5. Demonstrated ability to handle confidential matters. 

Other Qualifications: Must pass all applicable background checks. Must possess a valid driver's license from the state in which you reside. Must be approved through The Salvation Army Fleet Safety Program to drive either a Salvation Army or personal vehicle on Salvation Army business. Must successfully complete Safe from Harm training within 90 days of hire, as established by The Salvation Army. 

Certificates, Licenses, Registrations:  Currently licensed Registered Nurse (RN) able to practice in the state of Nebraska. Obtain certification in First Aid, CPR for the Healthcare Provider, and CPI within 6 months of hire.
