Position Description Overview


First Data Government Solutions is seeking a Business Analyst to support Government Consulting projects in our Western Region. If you have relevant subject matter expertise and demonstrated experience working on large HHS IT Transformation projects, please review the Candidate Requirements below closely. The Business Analysts will play a role in clarifying, updating, and improving the business processes impacted by the technology changes, acting as the link between technological capabilities and business objectives. Specific responsibilities may include:


Job Responsibilities

  • Eliciting, organizing, analyzing, simplifying, translating, managing and communicating requirements
  • Responsible for completing tasks related to deliverables. These could include, but are not limited to, maintaining project work plans and schedule; conducting research, organizing and presenting findings, leading work sessions with clients and project team, and developing documentation using structured methodologies
  • Adhere to PMBOK methodologies
  • Applying project management methodologies, processes, and templates consistently
  • Using requirements to drive the design or review of test cases, process change requests and managing project's scope, acceptance, installation and deployment
  • Partnering with application directors and creators to ensure projects meets needs
  • Assuming responsibility for project tasks and ensuring they are completed in a timely fashion
  • Evaluating, test and recommending new opportunities for enhancing software, hardware and IT processes
  • Compiling and distributing reports on application development and deployment
  • Evaluating and drawing conclusions from data related to customer behavior
  • Interacts with the business stakeholders and subject matter experts in order to understand their problems and needs
  • Facilitating the negotiation of requirements amongst multiple stakeholders.
  • Identifying the current- and future-state business processes
  • Helping the business stakeholders envision the future and how their work will need to change to support the future
  • Creating, analyzing, and validating detailed functional specifications
  • Facilitating design sessions with the implementation team
  • Defect tracking and resolution
  • Delivering elements of systems design, including data migration rules, business rules, wireframes, or other detailed deliverables

Job Requirements

  • 5+ years' experience in technology development and deployment
  • Experience using Modeling techniques, methods, and tools
  • Functional understanding of the full System Development Lifecycle (SDLC) phases
  • Experience in analyzing data to draw business-relevant conclusions and in data visualization techniques and tools
  • 3+ years demonstrated experience in business analysis and quality assurance activities for implementation of robust data collection and management projects in the health and human services arena
  • 4-year degree or equivalent experience/certifications
  • Requirements Gathering, Management and Validation experience
  • Facilitation, prioritization and scope management expertise
  • Written and verbal communication, including technical writing skills
  • Understanding of systems engineering concepts
  • The ability to conduct cost/benefit analysis
  • Business case development experience
