Position Description Overview

First Data Government Solutions is seeking an IV&V Implementation Manager to provide oversight of the implementation phase of a new, combined SNAP, TANF and Medicaid Eligibility System for the state of Indiana Family & Social Services Administration (FSSA). The FSSA is a health care and social service financing agency that delivers a variety of services to its citizens in need. There are over one million Hoosiers that receive services from FSSA. This represents about 1/6th of the State's population. First Data is seeking Responsible for Independent Verification and Validation of implementation phase of a new combined SNAP, TANF and Medicaid eligibility system for the state of Indiana.

Job Responsibilities

  • Provides Independent Verification & Validation services/reviews in the following areas:
  • a) Training planning, review and training sessions for State and Vendor staff
  • b) Change Network planning meetings, presentations, calls, etc.
  • c) Implementation planning, and all activities leading up to, during and following phased deployment of system, including but not limited to, Organizational Change Management activities and assessments, Road Shows, Town Halls, FAQs, Operational Readiness Reviews (ORR/FORR) and the Command Center are effective and working as planned
  • d) Visit local eligibility county offices, Regional Change Centers and Central Change Center to validate change champions, change wizards, and onsite/offsite support is working as planned
  • e) Lessons learned following each rollout and at the end of the entire State rollout
  • Identifies issues and risks
  • Acts as back-up to consultant 3s or IV&V Project Manager for other IV&V reviews, duties , as needed
  • Develops and maintains client relationships related to projects within the region and looks for ways to add value to clients business


Job Requirements

  • College graduate with 2+ years' experience in system implementation
  • Ability to work in a team environment and develop/maintain client relationships
  • Professional presence, verbal and written communication skills, poise under pressure
  • Ability to travel throughout Indiana, including overnights as needed.
  • Capability and willingness to embrace change and quickly adapt to new situations, shifts in direction and priorities, both from a client and internal perspective
  • Experience on large government IT development project(s)
  • Preferred: Familiarity with SNAP, TANF and Medicaid Programs
