Position Description Overview

The ImpaCT project is a replacement system for the State of Connecticut's current Department of Social Services (DSS) Eligibility Management System (EMS). The ImpaCT project is currently in the implementation phase of the System Development Life Cycle (SDLC). As the System Integrator (SI) works to complete full-scale implementation in parallel with development based on the expanding Statement of Work, the project has demonstrated a need to expand the communication and reporting methods of the agency.


Job Responsibilities

  • The Management Information System (MIS) and Research Analyst would be responsible for supporting the MIS Lead in design, development and implementation (DDI) of reporting technologies, methods and details. The position includes activities related to supporting the capturing of business needs, collecting requirements from multiple sources and creating a singular mutually-agreed set of requirements, conducting research and creating analysis based upon findings, and analyzing the impact to current data governance processes.
  • Support collection and consolidation of requirements related to agency MIS reporting needs
  • Review and provide feedback on the project reporting design by utilizing the Business System Design (BSD) Deliverable, Reports Inventory in JAMA, and SME feedback in support of the review.
  • Provide analysis of current MIS reporting platforms in the market vs current enterprise tools
  • Review and provide feedback on the project current data governance structure
  • Facilitate any ad-hoc reporting related comment resolution with the SI
  • Provide support as directed by the ImpaCT PMO, Business and Technical Teams


 

Job Requirements

  • The MIS and Research Analyst would be well-versed with Health and Human Services (HHS), enterprise reporting systems, data governance, possess strong writing and communication skills. The candidate should be familiar with DSS' business process or equivalent HHS programs.
  • Preferred: Microsoft SQL Server Reporting Services (SSRS), SQL Server Analysis Services (SSAS), and SAP Crystal Reports are currently leveraged for reporting needs across the project; familiarity of these platforms.
  • Success in past roles where reporting, data mining, and data analytics skills were utilized to ensure system functionality and performance were delivered in-line with client expectations
  • Experience with executive information system (EIS) concepts
  • Experience in Enterprise Systems and SDLC Process
  • Experience with reporting and analytics tools (Microsoft SSAS, SSRS, SAP Crystal Reports, Qlik, and Tableau)
  • Ability to present and succinctly identify potential risks, issues, and concerns to Business and Technical Teams
  • Excellent written and verbal communication skills
  • Experience with Microsoft SQL and IBM DB2 a plus
